On the afternoon of October 23, National Assembly deputies discussed in groups the draft Law on Press (amended); the draft Law on Population and the draft Law on Disease Prevention.
Proposal to add more content to the bill
Delegate Tran Hoang Ngan (Ho Chi Minh City delegation) acknowledged that the press has done its job very well through the revolutionary stages, providing good information, orientation and guidance, and being a forum for the people.
The press is an important ideological weapon of the Party and State, and the more numerous, modern, and professional the weapons, the better.
Agreeing with the comprehensive revision of the Press Law, Mr. Ngan proposed adding content on multimedia, on cyber journalism... to better serve the needs of the people as well as carry out press tasks.
The delegation of Ho Chi Minh City also supported the National Assembly to soon pass the law, which should include research and additional content on establishing key multimedia press agencies.
Emphasizing the respect for citizens' freedom of speech in the press, Mr. Ngan said that the press needs to regulate the information it provides, and should not include too many details of violence or incite lifestyles that go against good customs and traditions. Therefore, Mr. Ngan agrees with the prohibited acts in the draft law.
Delegates proposed clearer regulations on the management of press agencies, and recommended adding regulations on the establishment of multimedia press agencies because this is a fairly popular form of journalism in the world .
"It is necessary to clearly define the conditions for establishing these strong press agencies, especially in large localities such as Ho Chi Minh City and Hanoi ; at the same time, it is recommended to maintain large press brands that have prestige with readers such as Saigon Giai Phong and Tuoi Tre ...", Mr. Ngan suggested.

A reputable and trustworthy press brand cannot be built overnight.
Delegate Pham Khanh Phong Lan (HCMC) expressed concern about the feeling of bureaucracy, while the press environment is fiercely competitive, from getting timely information, as quickly as possible, to competing on social networks. Press agencies have to compete with each other in providing information.
"But now the draft law is very administrative. In fact, all the measures we focus on controlling only control the mainstream press. Therefore, those who work in mainstream journalism must understand themselves, censor themselves, but must go through many stages of inspection before their articles can be published. This will inevitably lead to unequal competition with those who write free criticism on social networks," Ms. Lan shared.
Ms. Lan continued to analyze: "In my opinion, we must create conditions for press agencies to compete professionally in a healthy way. Otherwise, people will follow unofficial press and social networks, which will be very difficult to manage."
As someone who regularly interacts with the press, the female delegate from Ho Chi Minh City suggested: "I really hope to create conditions for the press to develop, not for this or that reason that we lose some prestigious press brands."
Ms. Lan welcomed the drafting agency for opening up the issue of establishing a key multimedia media agency, a press agency with many types of press and affiliated press agencies; with a specific financial mechanism.
"I really hope this regulation is preserved and applied, at least for big cities. Because big newspapers have the conditions to develop mainly in Hanoi and Ho Chi Minh City.
Creating a newspaper with a high circulation and the trust of a large number of readers is not something that can be done overnight; therefore, when arranging it, there must be experiments and careful steps. Do not eliminate the power of reporters and writers," Ms. Lan said.
