The decision clearly states that it allows the Ho Dynasty Citadel Heritage Conservation Center to coordinate with the Institute of Archaeology to conduct archaeological excavations on the entire area of ​​foundation 4 and foundation 5 of the Nam Giao - Tay Do Altar (the remaining part) of the Ho Dynasty Citadel World Heritage Site, Vinh Loc commune, Thanh Hoa province according to the archaeological excavation project that has been appraised by the Ministry of Culture, Sports and Tourism and approved by the People's Committee of Thanh Hoa province.

Nam Giao - Tay Do Altar belongs to the World Heritage Site of Ho Dynasty Citadel, Vinh Loc Commune, Thanh Hoa Province

The archaeological excavation period is allowed from October 25, 2025 to July 25, 2026 on an area of ​​9,909m2, including 94 pits. The excavation leader is Mr. Nguyen Thang, Institute of Archaeology.

The Decision also states that the agency licensed for archaeological excavation is responsible for developing an archaeological excavation plan and schedule in accordance with the purpose, requirements, and excavation and conservation solutions of the approved excavation project.

During the archaeological excavation, the licensed agencies must pay attention to protecting the stratigraphy of the relic; develop solutions to protect the relic, artifacts and archaeological excavation site, and send them to the Ministry of Culture, Sports and Tourism for consideration and monitoring; be responsible for propagating to the people about the protection of cultural heritage in the locality, and not announce official conclusions without the agreement of the competent agency and the Department of Cultural Heritage.

Relics and antiquities discovered during archaeological excavations must be temporarily protected at the archaeological excavation site and safety and security measures must be implemented before the competent authority decides on a plan to protect and promote their value. In case a plan to protect and promote their value is determined according to the provisions of Point a, Clause 1 and Point b, Clause 3, Article 45 of the Law on Cultural Heritage No. 45/2024/QH15, relics and antiquities must have their scientific records edited, their scientific records completed, and be temporarily imported into a public museum where the archaeological site or area is located.

After the completion of the archaeological excavation, the Ho Dynasty Citadel Heritage Conservation Center and the Institute of Archaeology will have a preliminary report and propose a plan for management and protection of the archaeological excavation area within 01 (one) month at the latest and a scientific report within 01 (one) year at the latest, sent to the Ministry of Culture, Sports and Tourism. Before announcing the results of the archaeological excavation, the licensed agencies will discuss and reach an agreement with the Department of Cultural Heritage.
