The Ministry of Education and Training said it could not yet arrange affiliated universities because this group belongs to two other projects under construction, which will be submitted to the Prime Minister for consideration later.

The Ministry of Education and Training has sent the Ministry of Home Affairs an official dispatch on the arrangement of public service units under the direction of the Government. The Ministry is assigned to review and arrange its affiliated units, including universities and vocational training institutions, and report the plan before September 25.

Accordingly, implementing the tasks of Resolution 71 of the Politburo , the Ministry of Education and Training was assigned to develop a Project to rearrange and reorganize the system of higher education institutions and a Project to transfer a number of higher education institutions to local management, to be submitted to the Prime Minister for consideration in 2026.

In addition, according to Resolution 03 on the Government's Action Program to implement Resolution 57 on breakthroughs in science and technology development, innovation and national digital transformation, the Ministry is also assigned to preside over the development of a Project to transfer multi-disciplinary and multi-field higher education institutions to the Ministry of Education and Training for management, in coordination with relevant ministries, branches and localities.

However, the arrangement of higher education and vocational training institutions under the Ministry of Education and Training cannot be implemented yet. The reason is that the Ministry is drafting a plan to implement the tasks to report to the Government and the Prime Minister for decision.

It is expected that the Ministry of Education and Training will merge the Project on transferring multi-disciplinary and multi-field universities under the Ministry's management into the Project on arranging the university system, creating a unified project to submit to the Prime Minister for consideration.

On the other hand, through practical review, the Ministry of Education and Training found that the implementation of the arrangement of vocational education facilities and regular education facilities still has some difficulties.

Specifically, vocational high schools are a new model proposed in the draft revised Law on Vocational Education, which has no legal basis. For now, we will only review and arrange vocational education centers - continuing education centers according to inter-ward and communal areas.

The establishment of vocational secondary schools (in areas where there are no secondary or college schools) or the merger of centers into existing schools will be implemented after this model is approved by the National Assembly in the amended Law.

Regarding the orientation that each province and city should have no more than 3 vocational schools (not including schools that are self-sufficient in regular expenses), the Ministry of Education and Training believes that the current Law on Education and the Law on Vocational Education do not stipulate the concept of vocational schools, only colleges and intermediate schools. The orientation to arrange and streamline public colleges and intermediate schools is necessary to restructure, concentrate resources, increase scale and improve training quality.

Therefore, the Ministry of Education and Training proposed that the Steering Committee consider the specific characteristics of provinces and cities with a large number of public colleges and intermediate schools (Hanoi has 54 schools, Ho Chi Minh City has 62 schools, Hai Phong has 19 schools, Ninh Binh has 28 schools, Phu Tho has 21 schools ...).

The arrangement needs to be carried out with both autonomous and non-autonomous schools to aim at the quality and efficiency of educational institutions.

Up to now, many ministries, branches and localities have developed plans to reorganize the system of universities, colleges and intermediate schools under the direction of the Government. The reorganization is in the direction of streamlining focal points; overcoming fragmentation; overlapping professions; forming multi-disciplinary and multi-field schools to improve training quality.
