The Ministry of Public Security announced a system to trace the origin of chemicals and precursors on the VNeID platform to solve the problem of combating counterfeit and fake goods.

On the afternoon of October 16, the Department of Administrative Police for Social Order (C06) - Ministry of Public Security held a ceremony to announce the pilot implementation of the solution for identifying and tracing the origin of chemicals and precursors on the VNeID platform. The event affirmed the Government's determination to apply population data to solve the problem of fighting counterfeit goods, protecting people's health and making the market transparent.

Speaking at the ceremony, Colonel Tran Hong Phu - Deputy Director of the Department of Administrative Police for Social Order (C06), Ministry of Public Security said that one of the problems that exists in the current period is the reality of loopholes in the management of counterfeit goods and chemicals and precursors due to reasons such as the lack of centralized data for identification and management of supply chains, imports, transportation, production, and consumption; lack of data connectivity between sectors and levels for coordinated management; lack of mechanisms and sanctions requiring businesses and individuals to identify themselves in the production and supply chains... This affects and brings about daily, hourly, and daily consequences for the health and lives of the people.

“The Ministry of Public Security commits that the system for identifying and tracing the origin of chemicals and precursors will continue to be improved based on the motto of taking people and businesses as the center of service, ensuring that the system is deployed in a unified, safe, effective and sustainable manner,” Colonel Tran Hong Phu emphasized.

The solution for identifying and tracing the origin of chemicals and precursors (VNIDCheck) is integrated on the VNeID application to overcome management gaps due to the lack of data connectivity between sectors. This is a concrete demonstration of the realization of the breakthrough policy on national digital transformation according to Resolution 57 of the Politburo , turning population data into "digital production materials".

The solution for identifying and tracing the origin of chemicals and precursors is the result of close coordination between the State Management Agency and leading technology enterprises in Vietnam. In particular, MobiFone Telecommunications Corporation is the unit directly implementing the system.

The solution is developed on the infrastructure of MobiFone Telecommunications Corporation, ensuring information security and establishing a safe and smooth transmission connection channel with C06. This unit is also responsible for connecting the system with the Population Database (for SSO features and traceability via QR Code on VNeID), the Barcode Center (Ministry of Science and Technology), the National Chemical Database (Ministry of Industry and Trade) and other enterprise systems.

Also at the ceremony, Colonel Tran Hong Phu - Deputy Director of Department C06 - shared that the results of the announcement of the chemical and precursor traceability system on the VNeID platform today are just the first step in researching and agreeing on solutions. In order for the system to be increasingly perfected and effectively and practically deployed in the coming time, the representative of Department C06 proposed the following solutions:

Firstly , in terms of law, on the basis of piloting the system, relevant units continue to coordinate with C06 - Ministry of Public Security to advise on the development and completion of the legal basis for tracing the origin of chemicals and precursors to report to the Prime Minister for direction.

At the same time, proactively propose amendments to legal documents on the management of goods, chemicals, and precursors to control the supply chain and production on the VNeID platform such as: Requiring chemical enterprises to register electronic identification accounts; declaring production, import, trading, and transportation batches through the traceability system on the VNeID platform; Regulating the responsibilities of State agencies in data connection and appraisal of stages in the supply chain and production.

Second , regarding data, it is recommended that leaders of relevant units direct close coordination with C06 to connect and share data, have regulations for collecting, updating, and cleaning data in their management areas; and stipulate the responsibilities of officers in the supply chain stages in data appraisal and updating.

Third, regarding infrastructure and security, C06 coordinates with MobiFone and related companies and units to urgently build and complete the system for official operation; Research investment mechanisms and public-private partnerships in implementation.

Fourth, regarding implementation resources, relevant units under the Ministry and sectors organize training for officers performing management work in the supply chain, production, transportation, etc. using the traceability system on the VNeID platform; Organize exchange programs to learn from other countries' experiences in managing goods, chemicals, and precursors.

According to statistics, in 2024 alone, 47,135 violations were detected and handled with a value of 425 billion VND. This situation continued in 2025 with nearly 10,000 cases handled in the first months of the year.

Regarding chemicals and precursors, many types of industrial precursors are still being exploited to prepare synthetic drugs, while many chemicals of unknown origin are used in the preparation of medicines, cosmetics, food and pesticides, posing great risks to public health.

Distributed management and lack of electronic tracing tools make it difficult for authorities to track the flow of chemicals, businesses to prove legality, and consumers to know the origin and safety of products.

This situation reflects a significant gap in monitoring and tracing chemicals and precursors, requiring the early establishment of a unified traceability system to enhance risk control and ensure social safety.
