Add some job positions at commune level to suit reality

(Chinhphu.vn) - To ensure that personnel at the commune level meet the requirements of organizing two-level local government to operate effectively and smoothly, the Ministry of Home Affairs has just directed to add a number of job positions at the People's Committees at the commune level.

The Ministry of Home Affairs said that on August 31, the Ministry of Home Affairs issued Official Dispatch No. 7415/BNV-CCVC to the People's Committees of provinces and centrally run cities on the orientation of the list of job positions at the commune level. This is an important basis for localities to review, arrange and organize appropriate civil servants in the process of implementing the 2-level local government model according to the Central Government's policy.

Accordingly, the Ministry of Home Affairs has oriented 36 job positions at the commune level, including: 8 leadership and management positions, including Chief of Office, Deputy Chief of Office of People's Council and People's Committee, Head of Department, Deputy Head of Department, Director, Deputy Director of Public Administration Service Center, Commander, Deputy Commander of Commune Military Command .

28 professional and technical positions spread across the fields: Office, Justice, Foreign Affairs, Finance - Planning, Construction - Industry and Trade, Agriculture - Environment, Home Affairs, Education and Training, Culture, Science and Information, Health, Public Administration Service Center, Militia and Self-Defense Force...

However, through the implementation process, up to now, the Ministry of Home Affairs has received recommendations from a number of localities on supplementing and adjusting a number of job positions to suit practical requirements in implementing the 2-level local government model.

On that basis, based on relevant legal provisions, the Ministry of Home Affairs has provided guidance on adding a number of new job positions at the People's Committees at the commune level, with the requirement that the arrangement must be consistent with the orientation of the civil servant payroll framework prescribed by competent authorities.

Specifically, add the position of specialist to assist the People's Council Committees.

This position is located at the Office of the People's Council and People's Committee at the commune level, performing specialized tasks of advising and assisting the People's Council and the Committees of the People's Council at the commune level according to the provisions of law.

Based on task requirements, the People's Committee at the commune level proactively determines the requirements for specialized training of civil servants to arrange them appropriately, ensuring good performance of assigned tasks.

Second, the position of chief accountant or accounting manager and the position of accountant , arranged in specialized departments and Public Administration Service Centers under the People's Committees at the commune level, are identified as accounting units and budget estimating units according to the guidance of the Ministry of Finance.

The determination of tasks and competency framework of the position of chief accountant or accounting manager, the position of accountant is implemented respectively according to the position of chief accountant or accounting manager, the position of accountant in the list of professional civil servant positions sharing the same field of planning and finance in administrative agencies and organizations prescribed in Circular 12/2022/TT-BNV (amended and supplemented in Circular 06/2024/TT-BNV).

Previously, in Resolution 316/NQ-CP of the regular Government meeting in September 2025 and the Government's online conference with localities, the Government requested ministries, agencies and localities, according to their assigned functions, tasks and powers, to thoroughly grasp and strictly implement the Resolutions and Conclusions of the Politburo, the directions of the Government and the Prime Minister on the arrangement of administrative units and the implementation of the 2-level local government model, promptly remove difficulties, overcome inadequacies, conflicts and overlaps in regulations related to the operation of the new apparatus, especially at the grassroots level.

The People's Committees at the provincial and communal levels shall closely follow the directives and orientations of the Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels and the construction of a two-level local government model; the guiding documents of the Ministry of Home Affairs and based on specific and practical conditions to arrange and assign cadres, civil servants and public employees, ensuring adequate arrangement at the grassroots level to effectively perform assigned functions and tasks, meeting the requirements of state management in the area, to be completed in October 2025.
