- On October 23, Lang Son Electricity Company organized a workshop on the plan to pilot the two-component electricity price under the direction of the Ministry of Industry and Trade . Attending the workshop were representatives of the Department of Industry and Trade; 8 industrial production enterprises with electricity consumption output of over 200,000 kWh/month (enterprises participating in the pilot two-component electricity price from October 2025 in Lang Son province).

According to the report of Lang Son Electricity Company at the workshop, implementing the direction of the Ministry of Industry and Trade, Vietnam Electricity Group has completed the Project "Building a 2-component electricity price system and roadmap for application to the Vietnamese electricity industry". Based on the project, the Ministry of Industry and Trade has agreed to the plan to pilot the application of 2-component electricity prices (capacity price and electricity price) on paper from October 2025.
Applicable subjects are production customer groups with average electricity consumption of 200,000 kWh/month or more.

In fact, the electricity industry is currently implementing a single-component electricity price, which means calculating the electricity price based on the monthly electricity consumption. The two-component electricity price is calculating the electricity price including the price of the largest used capacity and the electricity price based on the electricity consumption.

Accordingly, with the 2-component electricity price calculation, if with the same amount of electricity consumed but the customer reduces the usage capacity (highest capacity), the electricity bill will decrease. In particular, when calculating the 2-component electricity price, customers who are manufacturing enterprises will not necessarily have to reduce the total amount of electricity consumed to save costs.
Instead, electricity customers can optimize their electricity usage to reduce peak capacity, thereby reducing their electricity bill. In addition, calculating the two-component electricity price also helps customers proactively control their electricity costs by simply allocating electricity usage capacity reasonably during the day and month instead of having to arrange production during off-peak hours, avoiding peak capacity usage.
At the workshop, representatives of the Department of Industry and Trade, industrial manufacturing enterprises, and leaders of Lang Son Electricity Company discussed and clarified the method of calculating the two-component electricity price; how to adjust and allocate electricity usage capacity; proposed ways to calculate electricity prices for each manufacturing enterprise in different fields;...

Speaking at the workshop, in addition to answering and clarifying the main contents of the plan to pilot the two-component electricity price, the leader of Lang Son Electricity Company said that in the context of increasingly fluctuating electricity production - transmission - distribution costs, the application of the two-component electricity price mechanism is considered a reasonable approach, accurately reflecting the cost of investing in electricity infrastructure; encouraging customers to adjust their load charts and supporting the operation of a more transparent and fair competitive electricity market.
It is known that from October 2025, Lang Son Electricity Company will pilot the application of 2-component electricity prices on paper for 8 customers who are manufacturing enterprises with electricity consumption output of over 200,000 kWh/month.
That is, from October 2025, when calculating electricity prices, the electricity industry will create parallel 1-component and 2-component electricity bills. The implementation of paper-based calculation experiments with actual data aims to implement the policy of applying 2-component electricity prices as stipulated in Article 50 of the Electricity Law (amended) in 2024.
Thereby, considering the appropriate technical infrastructure conditions of the electricity industry, legal issues as well as the level of adaptation to the new price list of customers, thereby aiming to officially apply it to customers with large electricity consumption in Lang Son province from January 2026.
