Cau Ong Lanh Ward (HCMC) has just issued a document guiding the collection and use of tuition fees and other revenues, implementing tuition exemption and reduction policies and supporting learning costs for the 2025-2026 school year of educational institutions in the ward.

Accordingly, for service fees to support educational activities implemented according to Resolution 18/2025 of the Ho Chi Minh City People's Council, schools, based on the actual situation at educational institutions and the needs of students, educational institutions shall agree with parents on specific collection levels but not exceeding the collection levels prescribed in this resolution and not higher than 15% compared to the collection levels implemented in the 2024-2025 school year. The contents and collection levels are guaranteed to be inherited and have been guided by the organization to be implemented according to regulations from the 2024-2025 school year.

In case the educational institution has a plan to organize the provision of additional services to support new educational activities (not yet arising in the 2024-2025 school year), these revenues must be surveyed and agreed upon with parents before implementation.

Educational institutions must correctly name the fees as prescribed in Resolution No. 18/2025. Correctly distinguish the fee for "After-hours care and nurturing services (including care services before and after school hours, excluding meals) from the fee for "After-hours care and nurturing services (including care services on days off, excluding holidays and Tet, excluding meals).

In particular, for the fee "Air conditioning service for classrooms with air conditioning - For classrooms that need to use but do not have air conditioning, must rent": Educational institutions base on the actual physical facilities at the unit and the need to use air conditioning of parents, the unit price of service provision to calculate the specific fee but must not exceed the prescribed fee. The rental of air conditioning must have the agreement of parents and be implemented in accordance with the provisions of law.

Cau Ong Lanh Ward also regulates other service fees for individual students: This fee is agreed upon by public educational institutions with parents to select suppliers in accordance with regulations and purchase directly for each individual student to study and live such as: Equipment, supplies for boarding, uniforms, sportswear , student records, school supplies, test papers, boarding meals, breakfast and drinking water. The fee for this content must be consistent with the reality at the educational institution. If there is an increase compared to the previous year, it must be explained, made public and transparent and with the consent of parents. The school invites parents to participate in coordinating and monitoring to have a basis for appropriate adjustments.

Revenue from "Nursing staff service": Public preschools in Region 1 (formerly Ho Chi Minh City) continue to implement Resolution No. 04/2021 of the People's Council. The city budget supports nursing staff contracts with 50% of the minimum wage of Region I announced by the Government , the rest is only from socialized sources (depending on the specific conditions of each unit), the support period is 9 months/year.

The People's Committee of Cau Ong Lanh Ward requests: Based on the list of prescribed revenues, public educational institutions shall base on the actual situation, material conditions and needs of students to develop a revenue estimate - only for each revenue content, as a basis for determining the specific revenue level to ensure the principle of collecting enough, only enough, in accordance with the actual situation of the school year and current regulations. It is recommended that public educational institutions not change their names or generate any revenue content outside the prescribed lists.

Regarding non-cash payments: Require 100% of educational institutions to connect with payment systems licensed under the regulations of the State Bank of Vietnam. Require diversification of payment channels, not giving any advantage to any bank or intermediary payment unit; create all conditions for parents and students to have many choices and convenience in paying tuition fees and other educational service fees. Pay special attention to choosing a payment service provider with the lowest fee or no fee to introduce to parents and students; publicly disclose in many forms the fee for using non-cash payment services, and at the same time provide instructions on how to do it on the school's instruction board, monthly collection notice form...
