Attending the congress were 452 official delegates (60 ex-officio delegates, 157 officially appointed delegates and 236 elected delegates), representing over 209,000 party members from 2,211 grassroots party organizations in the entire Government Party Committee, along with about 120 invited delegates.

The Congress will summarize and evaluate the results of the 2020-2025 term, review the leadership and direction of the Government Party Executive Committee for the 2020-2025 term; determine the directions, goals, tasks and solutions for the 2025-2030 term; discuss and contribute opinions to the draft documents of the Central Committee to be submitted to the 14th National Congress of the Party.
