"Build a culture of innovation, encourage exploration and especially be tolerant of failure"

On the afternoon of October 13, a press conference was held in Hanoi to inform about the results of the 1st Government Party Congress, term 2025-2030. Politburo member, Permanent Deputy Secretary of the Government Party Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh chaired the press conference.

Informing about the results of the 1st Congress of the Government Party Committee, term 2025-2030, Comrade Tran Van Son, Member of the Party Central Committee, Minister, Head of the Government Office said: The Government Party Committee held the 1st Congress of the Government Party Committee, term 2025-2030 in 2 days (October 12-13, 2025). After two days of urgent and responsible work, the Congress completed the proposed contents and was a great success.

The Congress carried out 02 contents: (1) Summarizing and evaluating the results of the 2020-2025 term, reviewing the leadership and direction of the Government Party Executive Committee for the 2020-2025 term; determining the directions, goals, tasks and solutions for the 2025-2030 term and (2) Discussing and contributing opinions to the draft documents to be submitted to the 14th National Congress of the Party.

At the Press Conference, answering reporters' questions regarding the fact that the First Congress of the Government Party Committee determined that it is necessary to promote industrialization, modernization, economic restructuring, and establish a new growth model with science and technology, innovation and digital transformation as the main driving force. What are the important solutions to carry out this task, bringing the country to develop quickly and sustainably in the era of national development?

Minister Nguyen Manh Hung said: Industrialization, modernization, economic restructuring as well as growth model innovation have always been our goals throughout the terms. But each development stage will have new motivations to realize these goals.

The Minister affirmed that in the current period, our new driving force is the trio: Science and technology, innovation and digital transformation. This is also a very unique approach of Vietnam. Science and technology go hand in hand with innovation and are placed in the context of digital transformation. Science and technology provide knowledge and tools; innovation transforms that knowledge into life; digital transformation amplifies knowledge, spreads quickly, popularizes, and connects. Digital transformation creates new land, a new environment, helping science, technology and innovation take place faster.

Regarding solutions to make science, technology, innovation and digital transformation become the main driving force to strongly promote industrialization, modernization, economic restructuring, and establish a new growth model, the Minister said that the Government has a number of solutions:

The first is to create a breakthrough in institutions and financial mechanisms for science and technology development. Shift from budget allocation to ordering, contracting based on results and managing by objectives, shift from checking invoices and documents to research results, shift from input management to output management; effective research organizations that commercialize research results will be allocated more budget, and vice versa.

The second is to develop high-quality human resources and digital talents. In this phase, knowledge, skills and talents will be the center. We will implement the program of one million digital skills, 100,000 high-tech engineers, 10,000 AI and semiconductor experts. There will be a mechanism to promote Vietnamese experts globally. Along with developing talents, we will build an innovative nation, making innovation a way of life and lifestyle for all people and organizations. With the help of digital technology, we will introduce a one-person business model: Anyone can do business and be an entrepreneur. Build a culture of innovation, encourage exploration and especially be tolerant of failure.

Third is building data infrastructure and digital platforms. Data and digital platforms are the new infrastructure of industrialization and modernization. This is also the new infrastructure to restructure the economy and establish a new growth model. Shift from heavy investment in technology infrastructure to data and analytical human resources.

Fourth is to build a research and development ecosystem with the core being the "three-house" connection: the State, institutes/schools and enterprises. Implement the State's ordering of strategic technologies (11 strategic technology groups have been announced), ordering strategic products and then assigning them to enterprises as general contractors, institutes and schools to participate in research with the orientation of transferring basic research to universities, transferring technological research to enterprises.

The fifth is to build a comprehensive digital nation. After 5 years of launching digital transformation, we have begun to enter the phase of building a comprehensive digital Vietnam, including digital government, digital economy and digital society, with digital citizens at the center. From digital transformation to AI transformation, from digitalizing administrative processes to national governance using data and digital platforms. The Government will be a model of digital governance innovation. Every year, the State will announce a number of innovative digital government problems (from 50 to 100 problems) for domestic enterprises to develop, then the Government will implement procurement based on results to stimulate domestic demand and domestic technology demand. This is like killing two birds with one stone, developing Vietnam's digital government and developing Vietnam's digital technology enterprises.
