
On October 9, while coordinating with the functional forces of the commune and village to build a dike due to rising floodwaters at the dike guard point of Phu Coc village, comrade Doan Van Manh, born in 1990, Party cell secretary, deputy head of the grassroots security team, member of the Veterans Association of Tan Son village, Hop Thinh commune, Bac Ninh province, while taking a lunch break at around 12:40 pm, fell unconscious on the spot.
Immediately, comrade Manh received first aid at the scene and was taken to Hiep Hoa Medical Center for emergency treatment but did not survive. Currently, comrade Manh's family has brought his body home for burial.
By the afternoon of October 9, the Cau River water level had risen above alert level 3. In Hop Thinh commune, the Cau River dike was about 20 km long and overflowed about 6 km. Local authorities and functional forces had built a 3 km long embankment to prevent overflow, and two landslide points (25 m and 75 m) had been covered with tarpaulins.
At the same time, the entire commune had 4 villages completely flooded with more than 1,000 households, nearly 5,000 people. Local authorities organized urgent evacuation of people and properties in low-lying areas, especially households along the beach and outside the dike. Vulnerable groups such as the elderly, children, and pregnant women were moved to Hop Thinh Kindergarten and Secondary School to ensure safety. Teachers and local organizations participated in taking care of logistics and supporting the daily life of the people.
