In particular, the role and position of cultural and sports institutions in communes and villages in ethnic minority and mountainous areas have contributed to preserving and promoting the traditional cultural values of ethnic minorities in the province. The annual national target programs are consulted by the Department of Culture, Sports and Tourism to focus on supporting mountainous communes, remote areas of the province, serving ethnic minorities in supporting the restoration of relics, recreating festivals, distributing books, newspapers, etc. Implementing technical support for community tourism such as: Improving the landscape of some community tourism villages; supporting bedding, water tanks, etc. and opening tourism training courses for some tourist villages in the Hoa Binh Lake tourist area; supporting the construction of OCOP standard tourist spots for Da Bia hamlet, Mo hamlet, Sung hamlet... Promoting the potential of community tourism spots on mass media (newspapers, central and local television stations); building a website for the community tourism spots of Mu hamlet , Mung hamlet; Build a Facebook page, Fanpage for Hang Kia community tourism site... Build many thematic reports, books promoting community tourism of the province to promote community tourism. Activities at cultural and sports institutions are organized in a diverse manner; closely following the assigned functions, tasks and regulations of the law.
In addition, the province also focuses on building models of experiences and learning about the unique culture of Muong and Dao ethnic minorities to serve people and tourists at community cultural tourism sites; deploying the construction of folk cultural activity club models in villages in ethnic minority and mountainous areas, and resettlement areas; organizing traditional sports competitions for ethnic minorities at cultural and sports institutions at commune and village levels, with typical sports of ethnic minority areas in the province, including: Crossbow shooting, Stick pushing, Con throwing, bronze casting and Tug of war... Supporting the construction of community bookcases for communes in ethnic minority and mountainous areas associated with promoting the activities of grassroots cultural and sports institutions.

The effective operation of cultural and sports institutions in communes and villages in ethnic minority and mountainous areas has helped stabilize the economic situation and the lives of ethnic people in the province, ensuring social security; social order and safety are maintained. Ethnic people always uphold the spirit of solidarity, promote internal strength, actively work, study, produce and develop the economy. The material and spiritual life of ethnic minorities has gradually improved, gradually reducing the development gap between ethnic minority areas and other areas.
