
Minister Nguyen Manh Hung gave a speech at the Conference
In September 2025, the Ministry of Science and Technology submitted to the Government for promulgation 02 Resolutions, including: Resolution No. 289/NQ-CP dated September 19, 2025 on amending and supplementing international documents at the 28th Universal Postal Union (UPU) Congress; Resolution No. 307/NQ-CP dated October 6, 2025 on adding the Artificial Intelligence Law project to the agenda of the 10th session of the 15th National Assembly. The Ministry also submitted to the Prime Minister for promulgation 08 decisions and issued 05 circulars under its authority.
The Ministry has issued many important documents, including: Directive No. 02/CT-BKHCN dated September 10, 2025 on strengthening postal safety and security to serve Party Congresses at all levels, preventing the transportation of smuggled and prohibited goods via post. Decision No. 2618/QD-BKHCN dated September 11, 2025 promulgating the List and plan for implementing national digital platforms, shared digital platforms of industries, fields, and regions; with implementation instructions. Decision No. 3090/QD-BKHCN dated October 8, 2025 promulgating the National Digital Architecture Framework. Report to the Prime Minister proposing a list of 1-3 strategic technology products prioritized for deployment in 2025. Report to the Government Party Committee to serve the 3rd Quarter 2025 Meeting of the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation.
Speaking at the Conference, Minister Nguyen Manh Hung requested to promote internal administrative procedure reform, shorten document processing procedures, and ensure that "one hour after arriving at the Ministry, documents must reach the person directly implementing them".
Regarding the digital transformation work of units in the Ministry, the Minister stated that "the most difficult part of digital transformation lies in the easiest part - data entry and progress entry". The Ministry will issue regulations on data entry responsibilities and the responsibilities of the head for these two contents.

Overview of the Conference
At the end of the Conference, Minister Nguyen Manh Hung thoroughly grasped the direction of General Secretary To Lam at the 13th Central Conference of the 13th term, emphasizing the implementation of "three focuses - three publicities - one measure - three changes ":
Three focuses : (i) Quickly institutionalize resolutions and conclusions of the Central Executive Committee, Politburo, and Secretariat; (ii) Resolutely organize implementation according to weekly, monthly, and quarterly schedules; (iii) Regularly inspect and supervise, promptly remove obstacles.
Three publicities : public progress, public responsibility, public results for society to monitor and accompany.
A measure : the standard of living and confidence of the people. Specifically, better public services, more job and business opportunities, less time and paperwork costs; a more peaceful society, more prosperous and happier people.
Three changes : (i) From "process" to "result", each task must have output products, responsible addresses, and clear completion milestones. (ii) From "strength in each facility and locality" to "strength in each region"; perfecting planning, connecting transport - digital - energy infrastructure, forming dynamic clusters, taking advantage of urban economy. (iii) Shifting from "care" to "practical care": social security, health care, and education must reach the right people, with the right needs, at the right time; worker housing and public services must be upgraded; no one is left behind. Strive for each individual and each family to be well cared for both mentally and materially./.
