On October 13, the Investigation Police Agency - Ho Chi Minh City Police ( Economic Police Department) announced that it had just issued a decision to prosecute the criminal case, prosecute the accused and issue an order to temporarily detain Vo Thi Ngoc Ngan for the crime of "Production and trading of counterfeit food products" under Article 193 of the Penal Code.
Vo Thi Ngoc Ngan, known as "Ngan 98", had a fight with TTBN (owner of a cosmetics brand in Can Tho ) in May, attracting the attention of the online community. Both sides sell products directly related to health such as: weight loss pills, skin creams, collagen supplements...
At that time, Ngan 98 products were accused of being of poor quality, even containing banned substances. The Ho Chi Minh City Department of Food Safety (ATTP) also stepped in to investigate when the incident caused a stir in public opinion.
Through investigation, the police determined that "Ngan 98" cooperated with a number of factories in Hanoi to order the processing of "health protection and weight loss" food products such as Super Detox X3, X7, X1000...
Each "weight loss treatment" is advertised to help lose 4 - 15kg, each product set costs from 870,000 to 1,100,000 VND.

The results of the examination at the Institute of Criminal Science - Ministry of Public Security showed that the products produced and sold by "Ngan 98" did not meet the declared quality standards and were counterfeit. Some samples (collagen tablets) contained sibutramine and phenolphthalein.
These are two substances on the list of substances banned from use in the production and trading of health protection foods. However, they are often found in many weight loss products.
Most recently, on June 1, the Food Safety Department, Ministry of Health, warned that the weight loss capsule Hong Hac Phuc Linh contains the banned substance sibutramine, and recommended that users not use it.
Previously, the products: Detox Apple to support weight loss, Phuc Linh Gold spring shape, Best Slim Collagen, TIGI Max Plus, Loss Weight Phuc Linh Collagen, Slim Apple Cider Vinegar... were also found to contain this banned substance.
According to Dr. Le Thi Dan Thuy, Head of the Department of Hemodialysis, Binh Dan Hospital (HCMC), sibutramine is an appetite suppressant but its side effects include damage to the heart and kidneys.

In Vietnam, since 2010, the Drug Administration of Vietnam (Ministry of Health) has issued a document on stopping the licensing of sibutramine raw materials. In 2011, the Drug Administration of Vietnam suspended the nationwide circulation of drugs containing the active ingredient sibutramine and recalled all drugs containing this active ingredient.
Several patients have been hospitalized for kidney failure, coma, seizures, and brain damage after using products containing sibutramine.
Meanwhile, according to medical documents, phenolphthalein is a substance that can cause cancer and is considered to cause changes in DNA. Phenolphthalein has been banned from circulation by the FDA (US Food and Drug Administration) since 1999. Phenolphthalein is often found in weight loss effervescent tablets and detox teas, possibly due to its laxative effect, and excessive use can cause diarrhea.
Police determined that the banned substances sibutramine and phenolphthalein were discovered in some product samples of "Ngan 98" causing serious effects on consumers' health.
