The goal by 2035 is that 100% of workers' children from 6 months old will be able to go to school.

By 2035, 100% of children aged 6-36 months who are children of workers and laborers will be able to go to school and access quality preschool education services.

This is the content of the Program "Improving the quality of preschool education in urban areas and industrial parks for the period 2025 - 2035, with a vision to 2045", approved by Deputy Prime Minister Le Thanh Long on October 14.

The Program's goal by 2035, in areas with industrial parks, is to strive for 100% of children from 6 months to 36 months old who are children of workers and laborers who need to go to school and have access to quality preschool education services.

For preschools in industrial zones, the program aims to increase the number of groups of children in preschools by at least 20% and increase the number of public schools with groups of children under 24 months old by at least 10%. At the same time, 100% of private preschools must meet the standards for safe schools and accident and injury prevention as prescribed.

For young parents who are workers in industrial zones, 100% are provided with knowledge and skills on child rearing, care and education.

To achieve the above goals, the Program sets out 6 groups of tasks, including: Perfecting policies; investing in facilities; improving staff quality; expanding the school network; mobilizing social resources and strengthening management; and supervision in preschool education.

Regarding solutions, the education sector will develop specific policies for preschool education in industrial zones and areas with a large labor force. The policy focuses on supporting teachers and staff who take care of children of workers and laborers; policies for facilities that accept children from 6 to 36 months old; and policies for children of workers and laborers.

Localities shall allocate land funds to build preschool education facilities according to approved plans; prioritize the use of surplus state agency headquarters after the arrangement of local administrative apparatus for preschool education.

Notably, the study applies the public-private partnership (PPP) model in the form of an operation-management (O&M) contract in the field of preschool education, aiming to provide good services with tuition fees suitable for the income of workers and laborers.

Three sources of funding mobilized to implement this program are the central budget, local budget and socialized sources.
