Da Nang develops high-quality human resources to meet the city's development requirements in the new era.

On the afternoon of May 20, on the occasion of Vietnam Science and Technology Day May 18, the City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Da Nang City organized a meeting with Professors, Associate Professors, experts, scientists and a scientific seminar with the theme: "Tasks and solutions to develop high-quality human resources to meet the requirements of city development in the new era".

Attending the program were comrade Nguyen Dinh Vinh - Standing Deputy Secretary of the Da Nang City Party Committee; comrade Le Trung Chinh - Deputy Secretary of the Da Nang City Party Committee, Chairman of the Da Nang City People's Committee; comrade Nguyen Thi Anh Thi - Vice Chairman of the Da Nang City People's Committee. On behalf of the Department of Science and Technology of Da Nang City, there was comrade Le Duc Vien - Director of the Department. In addition, there were leaders of party agencies under the City Party Committee, leaders of departments, branches, sectors and districts. In particular, there were nearly 350 delegates, including more than 250 Professors and Associate Professors whose hometowns are or are working in Da Nang City.

In his opening speech, comrade Le Trung Chinh - Deputy Secretary of the Da Nang City Party Committee, Chairman of the Da Nang City People's Committee affirmed: "Developing high-quality human resources, developing science and technology, and innovation is no longer an option but an urgent task, a fundamental driving force for Da Nang to develop rapidly, sustainably, with its own identity, adapting to the trend of globalization and green transformation, digital transformation". However, comrade Le Trung Chinh also frankly acknowledged that the process of building high-quality human resources is still facing many challenges. Notably, the occupational structure is still unbalanced, not keeping up with the trends of the global labor market. In addition, the connection between training institutions and businesses is still ineffective, and policies to attract and retain talents, especially Vietnamese experts abroad, have not really met practical requirements.

The program is an opportunity for Da Nang city to meet and listen to the opinions of Professors, Associate Professors, experts, and scientists on the tasks and solutions for developing high-quality human resources to meet the requirements of city development in the new era; Orientation for socio-economic development of the city in the coming time, especially the concretization and implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

Within the framework of the program, delegates listened to many presentations of high academic and practical value such as the presentation "Vietnam's economy in the face of global fluctuations and growth policies towards the 2045 target" presented by Prof. Tran Van Tho - Waseda University, Japan, Former member of the Prime Minister's Economic Advisory Group, proposing policies to increase productivity, high growth and propose long-term strategies for Da Nang towards the economic development target of 2045; Or the presentation: "Some recommendations for specific solutions on scientific research, technology development, strategic technology, innovation and digital transformation in Da Nang city associated with the economic growth and social development goals of Da Nang city" presented by Dr. Nguyen Quan - Former Minister of Science and Technology, Chairman of Vietnam Automation Association presented a number of issues that need to be addressed immediately regarding the breakthrough regulations of Resolution 57, Resolution 193 and Resolution 136, while also emphasizing the role of science and technology, innovation and digital transformation in local economic development.

In addition, the program received many comments from experts and scientists on solutions to develop high-quality human resources to meet the city's development requirements such as: need to further promote the advantages and potential of "University City"; need to build a specific allocation model between types of research; Basic researchers should not only focus on publication but also aim for valuable results for applied research and development; Develop a comprehensive plan for Da Nang's digital human resource training policy; Expand new training professions associated with strategic orientations: microchips, Fintech, AI, logistics, marine technology...

Reporting at the seminar, Dr. Le Duc Vien - Director of the Department of Science and Technology of Da Nang city summarized a number of key recommendations and proposals, divided into 5 main groups, namely: Policy and institutions; Human resource development; Science and technology and digital transformation; Innovative startup ecosystem; Education and training. In the coming time, Da Nang city will continue to research, perfect and synchronously deploy the above groups of solutions to create a solid foundation for the process of developing science and technology, innovation, and enhancing local competitiveness in the context of comprehensive integration and transformation.

It can be said that with the efforts of the city government and individuals and organizations operating in the field of science, technology and innovation, the city has achieved outstanding results in science, technology and innovation and has made a clear contribution to socio-economic development, especially the shift towards taking science, technology and innovation as an important foundation, the main driving force to promote economic development, change the growth model and aim for business development. The city has been honored for 4 consecutive years as "Attractive City for Innovative Startups", and is considered a typical locality with outstanding contributions to the national innovative startup ecosystem; Da Nang ranked 5th out of 63 provinces and cities nationwide in terms of the local innovation index in 2024 (PII) and always leads the North Central region and the Central Coast according to the ranking announced by the Ministry of Science and Technology; For 14 consecutive years, Da Nang has led the country in the index of readiness to apply and develop information technology among the provinces and centrally-run cities; 03 consecutive years up to now ranked first in digital transformation at the provincial level DTI; Da Nang is the only locality in Vietnam to be awarded the Excellent Smart City award for 05 consecutive years. Notably, at the online conference launching the global "Global Startup Ecosystem Index 2025" on the afternoon of May 20, 2025, the StartupBlink Center for Research and Mapping the Global Startup Ecosystem announced that Da Nang's ranking in the Global Startup Ecosystem Index 2025 increased by 130 places to 766th and is the leading locality in terms of startup ecosystem development speed in Vietnam.

Concluding the discussion, Comrade Nguyen Dinh Vinh - Standing Deputy Secretary of the Da Nang City Party Committee, highly appreciated the sense of responsibility, active participation and enthusiastic opinions from experts, scientists, business representatives and departments, branches and sectors in the city. At the same time, he emphasized the close cooperation and connection between state management agencies, research institutions, universities, training institutes and businesses as a key factor to transform scientific knowledge into practical values ​​serving socio-economic development.

The Standing Deputy Secretary of the City Party Committee also expressed his hope that, with proactiveness and innovation in thinking and working methods, along with increasingly perfected policy mechanisms, Da Nang will gradually create a strong and effective science, technology and innovation ecosystem, contributing to realizing the goal of building a city that develops rapidly, sustainably, and adapts well to global trends in the coming time.

This meeting and scientific seminar is not only an opportunity to connect the city's intellectuals, but also a concrete and strong step in realizing the goal of making Da Nang a creative, smart, and livable city in the new era.
