In the afternoon working program on October 13, the Congress listened to a report summarizing comments on draft documents submitted to the 14th National Congress of the Party; and received the Politburo 's Decision appointing the Government Party Delegation to attend the 14th National Congress of the Party.

Comrade Nguyen Van Hung, member of the Party Central Committee, member of the Standing Committee of the Government Party Committee, Head of the Government Party Committee's Propaganda and Education Commission, Secretary of the Ministry Party Committee, Minister of Culture, Sports and Tourism, presented a report summarizing comments on the draft documents to be submitted to the 14th National Party Congress.

Delegates continued to present important speeches on key issues and areas set forth in the draft documents of the 14th National Party Congress and the documents of the 1st National Party Congress for the 2025-2030 term. The speeches generalized the aspirations, visions and, above all, the responsibilities of the Government Party Committee, Party committees and organizations at all levels in the Government Party Committee in researching, concretizing and realizing the goals, tasks and solutions, with high determination and great efforts to successfully implement the Resolution of the 14th National Party Congress and the Resolution of the 1st National Party Congress for the 2025-2030 term.

Next, 100% of delegates unanimously approved the Resolution of the 1st Government Party Congress, term 2025-2030.

In his closing speech at the Congress, Comrade Pham Minh Chinh, Politburo member, Secretary of the Government Party Committee, Prime Minister, stated that the Congress was honored to welcome Comrade General Secretary To Lam and other leaders, former leaders of the Party, State, Vietnam Fatherland Front, and leaders of central and local departments, ministries, branches to attend. In particular, Comrade General Secretary To Lam gave very profound and comprehensive instructions and strategic orientations for the activities of the Government Party Committee for the 2025-2030 term.

Promoting the spirit of solidarity, democracy, intelligence, high responsibility and thoroughly grasping the direction of General Secretary To Lam, the Congress discussed, analyzed, evaluated and comprehensively reviewed the leadership, direction, administration and organization of implementation of tasks and solutions in all fields in the 2020-2025 term; discussed draft documents and Action Program of the Party Committee for the 2025-2030 term and voted to pass the Congress Resolution.

The Congress unanimously affirmed: In the 2020-2025 term, in the context of more difficulties and challenges than opportunities and advantages; The Party Committee has closely followed the spirit of "The Party has directed, the Government is unified, the National Assembly agrees, the People support, the Fatherland expects; then only discuss action, not retreat", the Government Party Committee has focused on leading and directing the Government, affiliated Party Committees, and agencies in the state administrative system to make outstanding efforts, "turning danger into opportunity", "turning nothing into something, turning difficulty into ease, turning the impossible into possible", contributing with the whole country to achieve important, comprehensive, and outstanding results in all fields, from Party building to COVID-19 pandemic prevention, economic, cultural, and social development, improving people's material and spiritual life, protecting the environment, strengthening national defense and security, promoting foreign affairs, and international integration, which have been highly appreciated by the people of the whole country and the international community.

Besides, the Congress frankly pointed out the shortcomings and limitations that need to be overcome in the next term.

Comrade Pham Minh Chinh said that, based on analysis, assessment and forecast of the situation, especially new opportunities and difficulties and challenges in the coming time, the Congress focused on discussing key points and voted to pass the Congress Resolution with high consensus and absolute unanimity.

  General Secretary To Lam emphasized 3 requirements and 5 key working directions with the Government Party Committee

The Resolution of the Government Party Congress for the 2025 - 2030 term demonstrates the aspiration, will and determination to "Build a clean and strong Government Party; unite, be exemplary in science and technology, innovation, digital transformation; accelerate breakthroughs, develop the country quickly and sustainably in the era of rising to wealth, prosperity, civilization and happiness"; focus on leading and directing the drastic, synchronous and effective implementation of the set goals and targets and 4 groups of solutions on Party building; 8 groups of solutions on socio-economic development; 2 groups of solutions on national defense, security and foreign affairs; 6 key tasks on strategic breakthroughs.

Regarding Party building work, focus on building a clean and strong Government Party Committee; improve the leadership capacity and fighting strength of Party committees, Party organizations and Party members; consolidate and build solidarity within the entire Party Committee; build a contingent of cadres, especially key cadres, who are truly exemplary in political mettle, qualities, capacity and prestige, equal to the task; strengthen inspection, supervision and enforcement of Party discipline in conjunction with preventing and combating corruption, waste and negativity.

Regarding the implementation of political tasks, focus on leading and directing the synchronous, drastic and effective implementation of the Resolution of the 14th Party Congress, the breakthrough policies of the Politburo and the Resolution of the 1st Government Party Congress. Resolutely pursue the goal of stabilizing the macro economy, controlling inflation, ensuring major balances of the economy; promoting average GDP growth of 10% or more per year. Continue to improve institutions and laws; develop a synchronous and modern infrastructure system and high-quality human resources. Strongly promote industrialization, modernization, economic restructuring, establish a new growth model, develop breakthroughs in science and technology, innovation and digital transformation. Focus on developing culture, society, protecting the environment, improving people's lives. Continue to consolidate and strengthen national defense and security; ensure social order and safety; improve the effectiveness of foreign affairs and international integration; maintain a peaceful and stable environment for rapid and sustainable national development.

The Congress assigned the Government Party Standing Committee for the 2025-2030 term to absorb the opinions of the delegates attending the Congress and especially the opinions of General Secretary To Lam, on behalf of the Politburo and the Secretariat, to give directions to the Congress to supplement and complete the Resolution, officially promulgate it and urgently organize its widespread implementation throughout the Party.
