- On the afternoon of October 15, the Ministry of Finance held an online conference with ministries, branches and localities on the disbursement of public investment from foreign capital sources in 2025. Deputy Minister of Finance Tran Quoc Phuong chaired the conference.

Attending the conference at Lang Son province were leaders of a number of departments and branches.
According to the report at the conference, as of October 14, the total foreign capital plan for 2025 assigned by the Prime Minister is more than 23,416 billion VND. Of which, ministries and branches receive 11,060 billion VND and localities 12,356 billion VND. Along with that, 2,178 billion VND of capital in 2024 is extended to 2025.
The assigned ministries, branches and localities have reviewed and removed obstacles to ensure progress, especially for projects using foreign capital. However, the disbursement rate remains low, as of mid-October 2025, the foreign capital disbursement rate has only reached nearly 19%. Currently, there are 5 ministries, branches and localities that have not yet disbursed this capital source.
For Lang Son province, in 2025, the province will implement 1 project using foreign capital: Project "Basic infrastructure for comprehensive development of the Northeastern provinces: Ha Giang, Cao Bang, Bac Kan, Lang Son" - Lang Son sub-project borrows capital from the Asian Development Bank (ADB), the total capital plan for the project implementation in 2025 is 302 billion VND. Of which: foreign capital (included in the central budget balance) is 228.8 billion VND; re-loan capital is 25.4 billion VND; local budget capital is 47.8 billion VND. The result of disbursement of the project's capital plan in 2025 by the end of September 2025 is 52.7 billion VND, reaching 17.5% of the plan.
At the conference, representatives of ministries, branches and localities reported a number of difficulties and problems affecting the disbursement of public investment from foreign capital sources in 2025 such as: site clearance; slow approval by donors; loan agreements, project adjustments; arrangement of administrative units according to the two-level local government model; difficulties in construction implementation due to adverse weather...
Representatives of some localities have proposed and recommended to relevant ministries and branches on a number of issues such as: adjusting the loan ratio to suit each locality; providing local budget capital; discussing and working with contractors to flexibly implement bidding regulations...
Concluding the conference, the Deputy Minister of Finance highly appreciated the efforts of ministries, branches and localities in accelerating the disbursement of public investment using foreign capital in 2025, however the results achieved are still low and uneven.
He suggested: To effectively carry out the tasks in the coming time, ministries, branches and localities, according to their authority, continue to speed up the implementation of procedures on bidding, project approval, agreements, and adjustment of pending plans; proactively coordinate with donors to simplify related procedures; continue to urge and accelerate the progress of disbursement of public investment from foreign capital sources. He also suggested that relevant ministries and branches urgently review the proposals and recommendations of localities and have a response plan as soon as possible...
