- The congress of veterans at the commune level is an important political activity of the veterans' force at the grassroots level. This is an opportunity for all levels of the association to summarize the term, reorient the movement, strengthen the organization, and promote the role of "Uncle Ho's soldiers" in the new situation.
During the months of October 2025, the Veterans Association in 65 communes and wards in the province is organizing the congress of delegates of the Veterans Association at the commune level, term 2025 - 2030. Compared to the previous term (2022 - 2027), this congress is held 2 years earlier in the context that the province has completed the merger of commune-level administrative units and is implementing a two-level local government model.
Mr. Nguyen Van Quan, Vice Chairman of the Provincial Vietnam Fatherland Front Committee, Chairman of the Provincial Veterans Association, said: Organizing the commune-level Veterans Congress 2 years earlier aims to proactively prepare for the transition period in terms of organization, personnel and operation methods of the association, ensuring unity in leadership and management from the grassroots to the province. When the grassroots association staff is completed early, emulation movements in the entire association will be restarted in new areas. At the same time, the congress creates motivation and opportunities for the Veterans Association to continue promoting its role as an active member of the Vietnam Fatherland Front, promoting the core and exemplary role of veterans in contributing to building the great national unity bloc, participating in building a clean and strong Party and government, and constantly upholding the spirit of responsibility and being exemplary in the cause of building and protecting the homeland and country.

Along with that, the congress is an important first step for the merged associations following the two-level local government model. This is an important occasion for the Veterans Association to restructure its organization, perfect its personnel, review its activities and determine a direction suitable to the characteristics of the new area after the merger. After the congress, the Veterans Association of communes and wards have and will restart the traditional movements of the association such as: "Exemplary Veterans", "War Veterans help each other reduce poverty, do good business ", "War Veterans join hands to build new rural areas and civilized urban areas" . Many branches have re-established collective economic models and "Comradely Love" funds to help members in difficulty; at the same time, maintaining self-management groups for security and order in the newly merged area. Thereby, the association continues to promote its core and exemplary role, contributing to strengthening solidarity and building a stable and developed locality, maintaining the qualities of Uncle Ho's soldiers in community life.
Established on July 1, 2025 on the basis of merging all association organizations and members of 5 old administrative units, the Ky Lua Ward Veterans Association currently has 48 branches with more than 1,400 members. On October 3, the 8th Congress of the Ward Veterans Association, term 2025-2030, took place successfully.
Mr. Ly Van Liem, Vice Chairman of the Vietnam Fatherland Front Committee of the ward, Chairman of the Veterans Association of Ky Lua ward said: After the merger, the ward has a large area, of which about 2/3 of the area is rural, with many branches and many members, requiring the organization and operation of the association's activities to be innovated, more scientific and more suitable to reality . Immediately after the congress, the Executive Committee of the association quickly met to assign specific tasks to each member, agreed to build a full-term action program and implement a plan to restart the association's traditional movements such as "Exemplary veterans", "War veterans join hands to build new rural areas and civilized urban areas"... The goal is to help members quickly stabilize the organization, keep up with the new local conditions, promote the spirit of solidarity, responsibility and the qualities of Uncle Ho's soldiers in all activities.

Organizing the War Veterans Congress at the commune level helps to strengthen the spirit of solidarity and cohesion among members, creating unity in perception and action, especially in the context of mergers and administrative boundary adjustments. Through the congress, members can directly participate in contributing ideas to build the direction and tasks of the association in the new term, demonstrating their ownership and responsibility towards the organization. At the same time, this is also an opportunity to strengthen the connection between the War Veterans Association and the government, the Fatherland Front and grassroots organizations, creating consensus and unity in implementing emulation movements.
Mr. Duong Thoi Ngoc, a member of the Association of War Veterans of Vu Lang commune, shared: We are very excited to attend the Congress of Delegates of the Association of War Veterans of the commune for the term 2025 - 2030. This Congress was organized thoughtfully and democratically, demonstrating the spirit of solidarity and high unity in the whole association, especially after the association merged. At the Congress, we were able to contribute ideas to the Resolution's targets, the draft political report and the association's direction of activities in the new term, thereby demonstrating the responsibility and enthusiasm of the members for the overall development of the organization. Through the Congress, we are more aware of the responsibility of war veterans in the new period, which is to continue to set an example, maintain the qualities of "Uncle Ho's soldiers", actively participate in local movements, and contribute to building an increasingly civilized and developed commune.
To ensure the congress is on schedule and in accordance with regulations, the Provincial Veterans Association has issued a document guiding the organization of the Congress of Delegates of the Veterans Association at the commune level, term 2025-2030. In particular, focusing on the main contents such as: building a political report; review report of the executive committee of the previous term; personnel preparation; congress organization process.
As of October 15, 58 associations had completed their congresses for the 2025-2030 term. According to the plan, in October 2025, the remaining associations will complete the organization of their congresses, creating an important premise for the 8th Congress of the Lang Son Provincial Veterans Association, term 2025-2030, scheduled to take place next December.
The Commune-level War Veterans Congress is a broad political activity of great significance to all cadres and members. With the spirit of "Loyalty - Solidarity - Exemplary - Innovation", the congress will contribute to the development of the veterans' movement, worthy of the tradition of Uncle Ho's soldiers in the new period.
