Private enterprises join hands to "build the nation" at ViPEL 2025

(Dan Tri) - ViPEL 2025 marks an effort to connect the private sector and the State, forming a "Public - Private Co-Building the Nation" cooperation mechanism to realize resolutions on private economic development.

On October 10, the first "Private Economic Panorama" Program (ViPEL 2025) took place at the National Convention Center in Hanoi.

ViPEL has gathered the core forces of economic sectors, formed the Executive Council and 4 specialized Committees. With a diverse structure, connecting businesses of many scales and fields, this model creates an action ecosystem towards mastering the core competencies of the Vietnamese economy.

At the morning sessions, more than 500 businesses participated in discussions within the framework of 4 specialized committees and the ViPEL Women Entrepreneurs Forum. Businesses together identified the "big problems" of the economy, determined growth potential, breakthrough opportunities and proposed projects in the spirit of public-private partnership.

Many important initiatives have been put forward. Specifically, Committee 1 proposed the formation of a Low Altitude Economic Alliance (LAE) in the field of emerging technology. Committee 2 proposed large-scale projects such as the World Maritime Center in Ho Chi Minh City or offshore wind power in the South... demonstrating the pioneering role of private enterprises in strategic infrastructure projects.

At Committee 3 on manufacturing industry, the "Vietnam Supporting Manufacturers Alliance" was established with the expectation of increasing the localization rate and optimizing the production chain. Meanwhile, Committee 4 on resource and service development joined hands to create projects to improve the quality of service industries with the criteria of "Making Vietnamese people happier, smiling more" through the form of public-private partnership.

In order for the ViPEL initiative and the spirit of "3 together" - the State and enterprises have the same goal of nation building, work together, and share responsibilities - to truly come into life, the ViPEL Executive Council has proposed that the Prime Minister assign relevant ministries and branches to advise on a pilot mechanism for the "Public - Private Nation Building" model.

This proposal is expected to open a legal corridor for the implementation of new cooperation mechanisms, allowing the selection of strategic investors, empowering prestigious private enterprises in key national and local projects, coupled with a transparent monitoring mechanism, eliminating the "ask-give" mindset.

On the same afternoon, the Private Economic Panorama Session will take place with the participation and chairing of the Prime Minister, leaders of ministries, localities, international delegates, experts and more than 500 businesses to discuss and reach a consensus on new actions to realize the best values ​​and goals that ViPEL has built the foundation for.

Organizing the Private Economic Panorama program is one of the four tasks assigned by the Prime Minister to the Private Economic Development Research Board (Board IV) in coordination with the Ministry of Finance to implement Resolution 68 on Private Economic Development.

Immediately following the Prime Minister's direction, Department IV and the Department of Private Enterprise and Collective Economic Development (Ministry of Finance) coordinated and implemented the ViPEL model in the most practical and effective way as requested by the Prime Minister.

Panorama of Vietnam Private Economy (ViPEL) is a model initiated by the Private Economic Development Research Board (Board IV), gathering the largest, most prestigious and most standardized private enterprise sector.

The goal of this model is to mobilize the combined strength of the private sector to promote private economic development to become the most important driving force of the Vietnamese economy.

The model aims at the "Public-private nation building" cooperation mechanism, which means working together and sharing responsibilities between the private sector and state agencies, contributing to the implementation of the resolutions on private economic development of the Politburo and the Government.
