Spreading cultural values, improving people's spiritual and physical life and promoting sustainable tourism development

On the afternoon of October 10, in Hanoi, the Ministry of Culture, Sports and Tourism held a regular press conference for the third quarter of 2025. Chief of Office of the Ministry of Culture, Sports and Tourism Cao Le Tuan Anh; Director of the Department of Radio, Television and Electronic Information Le Quang Tu Do and Deputy Director of the Department of Press Nguyen Van Hieu co-chaired the press conference.

At the press conference, Deputy Chief of Office of the Ministry of Culture, Sports and Tourism Nguyen Huu Ngoc said that in the third quarter of 2025, the Ministry of Culture, Sports and Tourism (MOCST) continued to promote the spirit of determination and synchronization in implementing tasks according to the annual work plan, closely following the theme "Discipline - Setting an example - Responsibility - Streamlining - Efficiency - Reaching the finish line" , contributing to spreading cultural values, improving the spiritual and physical life of the people and promoting sustainable tourism development.

Regarding some specific results, Deputy Chief of Office of the Ministry of Culture, Sports and Tourism Nguyen Huu Ngoc said that the Ministry of Culture, Sports and Tourism has focused on directing the implementation of the Action Program Plan of the Ministry to implement the Government 's Resolutions.

In the third quarter of 2025, the Ministry of Culture, Sports and Tourism was assigned to develop 02 projects: Communication strategy to promote Vietnam's image/brand abroad until 2030; Strategy to develop Vietnam's cultural industries until 2030, with a vision to 2045.

Regarding administrative reform, implementing the 2025 Plan of the Steering Committee of the Ministry of Culture, Sports and Tourism on science and technology development, innovation, digital transformation, administrative reform and Project 06. The Ministry of Culture, Sports and Tourism has issued 10 documents directing, urging and thoroughly implementing administrative reform tasks; issued 06 Decisions to announce administrative procedures in the fields of tourism; cultural heritage; publishing, printing and distribution, of which 08 new administrative procedures were issued, 18 administrative procedures were amended and supplemented, 01 administrative procedure was abolished; received 8,055 administrative procedure dossiers, 4,838 dossiers were resolved, 2,706 dossiers are being resolved, and 511 dossiers are requested to be supplemented.

Regarding the field of Culture and Family, the Ministry of Culture, Sports and Tourism reported to the Government Standing Committee for comments on the draft Resolution of the Politburo on reviving and developing Vietnamese culture in the new era.

In the third quarter, the Ministry of Culture, Sports and Tourism successfully organized the 80th Anniversary of the Cultural Sector's Traditional Day (August 28, 1945 - August 28, 2025). The whole Sector was honored to welcome General Secretary To Lam, Prime Minister Pham Minh Chinh and other leaders of the Party, State, and leaders of Central Committees, Ministries, sectors and organizations to attend, direct and share joy with generations of cadres of the Sector.

Focus on directing and organizing activities to celebrate the 80th anniversary of the August Revolution and National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025) with the following activities: Art program "Vietnam in me" on the evening of August 26, 2025 at the North yard of the National Exhibition Center. At the program, the Ministry of Culture, Sports and Tourism launched and raised 4.2 billion VND to support the people of the Central region who suffered damage caused by storm No. 5; Special Art program with the theme "80 years of Independence - Freedom - Happiness" on the evening of September 1, 2025 at My Dinh National Stadium; Art program with the theme "I love my Fatherland" at the North Stadium, National Exhibition Center, on the evening of September 15, 2025, with the participation of leaders and former leaders of the Party and State.

Participated and successfully organized the Exhibition of 80 years of socio-economic achievements with the theme "80 years of Independence - Freedom - Happiness" , from August 28 to September 15, 2025, The exhibition attracted more than 10 million visitors.

Regarding the field of Physical Training and Sports, the Ministry has issued a Decision approving 03 Projects; issued Directive No. 354/CT-BVHTTDL dated August 22, 2025 on promoting the Campaign "All people practice physical exercise following the example of great Uncle Ho" for the period 2021 - 2030.

Implement the plan to participate in the 13th Southeast Asian Para Games (ASEAN Para Games) in Thailand. Coordinate and organize 08 mass sports tournaments in the third quarter of 2025 as planned.

Focus on preparing forces to participate in the 33rd SEA Games in Thailand, the 4th Asian Youth Games (AYG 4) in Bahrain and international sporting events in 2025. Develop a framework charter for competitions at the 10th National Sports Congress in 2026. Coordinate with localities, federations, and national sports associations to organize 65 national and international sports tournaments in Vietnam, and organize 05 training courses as planned.

Results of participation in international sports competitions: achieved a total of 633 medals (including 282 gold medals, 172 silver medals, 179 bronze medals). Notable achievements include the Vietnam U23 football team winning the Southeast Asian U23 Championship, the women's volleyball team winning the Southeast Asian Women's Volleyball Championship (SEA V.League) 2025; and the women's Sepak Takraw team winning the Sepak Takraw World Championship.

For the tourism sector, the Ministry has issued 01 Circular. Issued a Decision to complete the State Steering Committee on Tourism.

Appraised 282 applications for new issuance, renewal and revocation of international travel business licenses for travel agencies, of which 120 new licenses were issued, 89 licenses were renewed and 73 licenses were revoked. Currently, the country has 4,385 international travel agencies, including 1,330 joint stock companies, 3,049 limited liability companies and 06 private enterprises.

Regarding the field of Press and Communications, the Ministry has submitted to the Government Resolution No. 278/NQ-CP approving the Draft Law on Press (amended), and assigned the Minister of Culture, Sports and Tourism to submit it to the National Assembly at the 10th Session. It has granted and re-granted about 33 press operation licenses (including newspapers and magazines).

Granting licenses for amendments, supplements, and approval documents: 11 cases. Revoking press operation licenses: 25 cases. Giving opinions on the appointment and reappointment of press agency leaders: 39 cases. Granting licenses to publish newsletters: 11 newsletters; granting licenses to publish special issues: 13 special issues; Revoking licenses to publish newsletters/special issues: 02 special issues. Granting press conference licenses: 12 documents approving domestic and foreign press conferences. Establishing and operating 02 Press Centers to serve events; Issuing cards to 1,550 domestic and foreign reporters to participate in work; Coordinating with the Ministry of Science and Technology to issue a special stamp set commemorating the 80th anniversary of National Day.

Granting amendments and supplements to the license to produce the Vietnam Today program channel for Vietnam Television; Granting 03 Certificates of registration to provide foreign program channels on pay-TV services; Granting 03 Certificates of registration of program channel list on pay-TV services. Pay-TV subscribers are estimated to reach 21 million subscribers; 34 enterprises are granted Licenses to provide pay-TV services; As of June 2025, service revenue (including VAT) is estimated to reach about 5,000 billion VND. Granting 03 Licenses to amend and supplement the License to provide pay-TV services on the Internet of Vietnam Cable Television Corporation; Revoking 01 License to provide pay-TV and radio broadcasting services.

Regarding the field of grassroots information and foreign information, the Ministry has organized inspection teams to evaluate the effectiveness of the information and communication work of Vietnamese news agencies and newspapers abroad in France and Germany; the "Happy Vietnam 2025" contest. Monitored 3,540 news and articles in foreign newspapers about Vietnam. Effectively managed and maintained electronic information portals/pages.

In the field of Publishing, printing and distribution: Continue to develop the Law project to amend and supplement a number of articles of the Publishing Law. Issue 1 Circular. Issue 1 License to establish a publishing house (renewal); 1,385 Certificates of publishing registration; 01 Certificate of registration for publishing activities of electronic publications; 04 documents approving the appointment of general directors (directors), editors-in-chief of publishing houses. Issue 35 Licenses to print publications for foreign countries; 1,480 Certificates of declaration of import of printing equipment. Issue: 02 Certificates of registration for publishing activities of electronic publications; 07 Licenses to import publications for non-business purposes; 317 Certificates of registration for importing publications for business purposes.

Regarding the key tasks in the fourth quarter of 2025, Deputy Chief of Office of the Ministry of Culture, Sports and Tourism Nguyen Huu Ngoc said that in the field of Culture and Family, the Ministry will absorb the direction of the Government Standing Committee, complete the draft Resolution on cultural revival and development in the new era, report to the Government, and submit to the Politburo for consideration and promulgation.

Coordinate with the Ministry of Industry and Trade to deploy preparations for the organization of the Autumn Exhibition Fair 2025 in October 2025 at the National Exhibition Center.

Submit to the Prime Minister the Plan to implement Conclusion No. 84-KL/TW dated June 21, 2024 of the Politburo to continue implementing Resolution No. 23-NQ/TW of the Politburo (10th tenure) on "continuing to build and develop literature and arts in the new period". Organize a preliminary review of Decree 144/2020/ND-CP dated December 14, 2020 of the Government regulating performing arts activities.

Complete the project to build a database and create a digital map of cultural industries and the set of statistical indicators on cultural industries to submit to competent authorities for consideration and decision; Project on Creative Awards and building national brands for cultural industries; Project on the system of typical art works for the period 2025-2030, with a vision to 2045; Design the model of delegate badges and decorative mockups for the 14th National Party Congress.

Continue preparations for the Government Party Congress and the 14th National Party Congress (Art program for the Opening session, other sideline art activities...).

Organizing the National Mass Arts Festival in Residential Areas and Exhibition of Large-Panel Propaganda Paintings; Closing and Awarding Ceremony of the National Finals of the 2025 Reading Culture Ambassador Contest; Vietnamese Cultural Days in China and North Korea, World Cultural Day in Hanoi; Russian Cultural Days in Vietnam; 24th Vietnam Film Festival; Film series celebrating the 81st anniversary of the founding of the Vietnam People's Army (December 22, 1944 - December 22, 2025).

For the field of Sports: Submit to the Prime Minister for approval the Program for developing key sports to prepare for participation in the Olympics and ASIAD for the period 2026 - 2046 and develop projects and legal documents in 2025.

Organize the ASEAN Sports Ministers Meeting (AMMS8) and related meetings in Vietnam.

The Vietnamese Sports Delegation attended the Asian Youth Games in Bahrain. Focusing on preparing athletes for the 33rd SEA Games in Thailand and international sporting events in 2025.

Regarding tourism, the Ministry of Culture, Sports and Tourism will complete the project to establish a Vietnam Tourism Promotion Office in Laos and a project to establish a Vietnam Tourism Promotion Office abroad.

Implement the Plan to organize the "National Green Tourism Annual Forum"; Plan to implement the Project "Some models of night tourism development"; Criteria set for evaluating the national digital platform on Tourism Management and Business; tasks under the National Target Program on New Rural Development and the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas by 2025.

Regarding the Press and Media, the Ministry of Culture, Sports and Tourism will coordinate with the National Assembly Committees to receive and complete the draft Press Law (amended). Implement the project "National Press and Media Data Depository and Analysis System".

Approve the Project to develop 01 national foreign information portal/website to become a platform to promote the national image; report summarizing the Strategy for developing grassroots information for the period 2021 - 2025 and the draft Strategy for developing grassroots information for the period 2026 - 2030.

Promote foreign information in the press: positive information about the situation in Vietnam in foreign press; evaluate the effectiveness of foreign information in the press.

Implement tasks to promote the development of the online gaming industry; promote the organization of international e-sports tournaments in Vietnam;

Organization: Happy Vietnam 2025 Human Rights Media Award; "Vietnam iContent 2025 Festival of Vietnamese Content Creators" with a series of activities including: Workshops, Discussions, Exhibitions, Award Ceremony to honor groups and individuals with positive contributions to the community...

In the field of Publishing, Printing and Distribution: Coordinate with the Vietnam Publishing Association in organizing the 8th National Book Award in 2025. Implement the Action Plan of the Central Interdisciplinary Team for Anti-piracy.
