Comrade Dang Sy Manh, member of the Government Party Executive Committee, Party Secretary - Chairman of the Board of Members of Vietnam Railways Corporation (VNR) at the discussion session of the Government Party Congress on the afternoon of October 12, presented a speech with the theme "Building a clean and strong Party organization; solidarity, discipline, self-reliance; effective cooperation; streamlining, breakthrough; creating modern and sustainable development - practice from the Party Organization of Vietnam Railways Corporation".

Comrade Dang Sy Manh said that entering the 2020-2025 term, like many other corporations and enterprises, Vietnam Railways Corporation is facing many unprecedented difficulties and challenges: the COVID-19 pandemic outbreak, natural disasters, storms and floods, and many other unfavorable factors.

In that context, with the attention of the Party and State, under the close direction of the Government and the Government Standing Committee, the Party Committee of the Corporation, as the political core, has led and directed comprehensively; promoted the spirit of solidarity, innovated thinking and action, overcome all difficulties and challenges, focused on implementing and exceeding the targets set by the Resolution of the 12th National Congress with many outstanding marks: The Corporation's production and business recovered strongly right after the pandemic, making profits again from 2023; researched and deployed many new and unique products and services to serve the people; the appearance of the train, station, and route has changed significantly: The railway line has become a flower road, the station has become a destination, taking the train to relax, experience...

The application of science and technology and digital transformation has been promoted; the quality of infrastructure has been gradually improved; international cooperation and intermodal transport have been expanded.

Safety work is maintained with the motto: "Identify risks - prevent early - handle promptly - absolutely do not repeat".

The North-South railway line has been honored for two consecutive years (2024, 2025) at the top of the list of the most beautiful railway lines on the planet.

Party building work has many positive changes, achieving comprehensive results; internal solidarity and unity. The work of consolidating and building grassroots party organizations, cadre work, inspection and supervision has been focused on; the quality of party cell activities has been improved; the Trade Union and Youth Union have promoted their roles well, contributing to improving the effectiveness of mass mobilization and consolidating internal solidarity.

The milestones of the Railway sector's tenure are also reflected in historical milestones: the Politburo issued Conclusion No. 49, the National Assembly issued Resolutions No. 172, 187 and 188. In addition, the Government issued Resolutions No. 106/NQ-CP dated April 23, 2025, 127/NQ-CP dated May 13, 2025... on investing in the construction of new railway lines, urban railways, and high-speed railways with very urgent progress.

Railways are not only the "main artery", "backbone" in socio-economic development.

Our country is entering a new era of deep integration and strong development; the role of transportation, especially railway transportation, is becoming more important than ever. Comrade Dang Sy Manh emphasized that now, railway is not only the "Aorta", "Backbone" in socio-economic development, but also a key factor in the strategy of ensuring security and national defense; is one of the main pillars in the transportation sector to realize the country's development aspirations.

From the practice of leadership, direction and organization of task implementation in the past term, to build a clean and strong Party organization; united, disciplined, self-reliant; effective cooperation; streamlined, breakthrough; creating modern and sustainable development, the Party Committee of Vietnam Railways Corporation proposes a number of key and breakthrough solutions:

First, focus on building a clean and strong party organization. The focus is on improving the leadership capacity and fighting strength of the Party organization and the quality of the contingent of cadres and Party members; strictly implementing the principles of Party organization and activities, ensuring the comprehensive leadership of the Party in all activities of the Corporation.

Strongly innovate the content and methods of leadership, shifting from "management" to "service" thinking, from "compliance" to "creation", from "passive" to "proactive", and from administrative orders to leadership by resolutions, strategies and modern market economic thinking, suitable to the characteristics of state-owned enterprises.

Second, strongly promote the spirit: Unity is strength - Discipline is the foundation - Self-reliance is the driving force.

Promoting the glorious 70-year tradition of the Party Committee, with the spirit of "New thinking, correct perception, clear ideology, decisive action", the Corporation will continue to exploit to the maximum the potential, advantages, and available resources to successfully carry out all assigned tasks, step by step building a sustainable and modern railway industry.

Third, proactively expand and promote effective cooperation. with countries with developed railways in the following areas: Training high-quality human resources; receiving and transferring new technologies and techniques; building railway industrial complexes; producing and manufacturing railway materials and equipment; and implementing new railway projects.

Strengthening cooperation with partners and businesses in developing railways, warehouses, logistics centers; investing in vehicles, exploiting transportation, developing tourism such as connecting services, terminal transportation, connecting travel agencies, aiming for one ticket for the whole journey ...

Closely coordinate and maximize support from ministries, branches and localities to create combined strength, mobilize social resources, and contribute to the synchronous, modern and sustainable development of the railway industry.

Fourth, promote the restructuring of the Corporation in the direction of a group model; arrange and consolidate the organization and apparatus of affiliated units in the direction of streamlining, reducing focal points, improving operational efficiency; at the same time, focus on implementing 5 strategic breakthroughs on: Shifting from administrative management thinking to service thinking; promoting decentralization, delegation of authority, and post-audit; modernizing existing railway lines and vigorously participating in implementing new railway projects; Promoting digital transformation and application of science and technology; training and developing high-quality human resources; developing services and markets: "Serving what customers need, not limited by what we have" .

Year is, creating for modern, sustainable development . Implementing 2 strategic tasks: Managing, operating, exploiting, maintaining, upgrading, renovating to ensure safety and efficiency of the existing railway line with the mission of transporting goods and passengers at each appropriate stage, associated with the development of tourism services.

At the same time, thoroughly, systematically and promptly prepare the conditions for receiving, managing, operating, exploiting and maintaining the new railway system. Promote research and application of green energy and environmentally friendly technologies.

With the motto "High determination, great efforts, drastic actions, focusing on key points, and having specific products", comrade Dang Sy Manh said that the railway industry is determined to strongly innovate thinking and actions, build modern development, and bring "The Beloved Train - The Road of Construction" to accompany the whole country in realizing the aspiration of a strong, prosperous, and happy Vietnam.
