Hai Duong discusses plan to sell 10 headquarters to build centralized administrative center

On October 11, information from the People's Committee of Hai Duong province said that recently, in the regular meeting of October (3rd time), Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, chaired, listened to and commented on the reports of the departments and branches: Finance, Natural Resources and Environment, Construction, Planning and Investment and Agriculture and Rural Development, including the project to build a centralized administrative center.

According to the report of the Department of Finance of Hai Duong province on the Project to arrange the headquarters of state agencies in Hai Duong city, 24 agencies and units will be moved to the centralized administrative center of the province with the assigned number of 832 people.

The total number of headquarters that need to be arranged and handled after moving is 25 headquarters with a land area of 93,967.7 ^m2 , and a house area of 468,130.2 ^m2 . Based on the needs and actual situation, the Department of Finance proposed to convert 3 headquarters to educational land; 9 headquarters to keep the headquarters land to arrange for some agencies of Hai Duong City; 3 headquarters to be converted to public land, parks, trees...; 10 headquarters to be sold to create investment sources for building a centralized administrative center of the province.

Hai Duong Provincial People's Committee basically agreed with the content of the submission approving the project to arrange the headquarters of state agencies in Hai Duong City after moving to the centralized administrative center of the province.

Standing Vice Chairman of Hai Duong Provincial People's Committee Luu Van Ban proposed that the project should be made a part of the overall project to arrange state agency headquarters in the province.

Based on the presentation of the Department of Finance, the Department of Construction will take the lead in advising on the development of a general project, paying attention to key issues regarding planning, land arrangement, land use plans after arrangement... The Department of Construction will complete the draft project and report to the People's Committee of Hai Duong province before October 20.

The project has not been implemented due to many procedural problems.

Previously, on April 6, 2015, the People's Committee of Hai Duong province issued a decision approving the detailed planning for the construction of the province's centralized administrative center. Accordingly, the planning research area belongs to Hai Tan Ward (Hai Duong City). The total planning land area is 18.7294 hectares; including 2 areas: Area 1 (north of Ton Duc Thang Street) is 16.9155 hectares; Area 2 (south of Ton Duc Thang Street) is 1.8139 hectares.

The project to build a concentrated administrative area of Hai Duong province has an investment scale including the People's Council - People's Committee and National Assembly Delegation building of the province and auxiliary items serving the building's operations. The height of the building is 7 floors, the construction area is 4,010 ^m2 , the construction floor area is 16,284 ^m2 .

The office building of the departments, branches and sectors under the Provincial People's Committee and the auxiliary items serving the building's operations include a 20-storey building and a 22-storey building; the construction floor area is 44,670 m2 ^; the main function is the workplace of 18 departments, branches and sectors and one-stop-shop units (including 17 specialized agencies under the Provincial People's Committee and the Management Board of Industrial Parks of Hai Duong province).

However, after more than 8 years, this project has not been implemented due to many problems with procedures and related conditions, including capital to implement the project.
