Consulting on draft documents of the 14th National Congress: Listening to and respecting the people's voice

When collecting public opinions on the draft documents of the 14th National Congress, the Party hopes that collecting public opinions will help the draft become comprehensive, practical and meet the requirements of national development.

Mr. Lai Xuan Mon, Deputy Head of the Central Propaganda and Mass Mobilization Commission, affirmed that all opinions contributed to the draft documents submitted to the 14th National Congress of the Party, if they have scientific and practical basis and constructive goodwill, will be respected and considered fairly. The criteria are conformity with the country's development orientation, feasibility and reflection of the legitimate interests of the people.

This information was given at the international press conference announcing draft documents to be submitted to the 14th National Congress of the Party to collect public opinions, held on October 15.

At the press conference, Mr. Lai Xuan Mon said that there are 3 draft documents to collect opinions from cadres, party members and people, including: Political report of the 13th Party Central Committee to be presented to the 14th National Congress of the Party; Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; Report summarizing 15 years of implementing the Party Charter (2011-2025) along with proposals and directions for supplementing and amending the Party Charter.

The consultation period takes place from October 15, 2025 to November 15, 2025, with the subjects being cadres, Party members, people of all walks of life and overseas Vietnamese.

The content of the consultation includes all draft documents submitted to the 14th National Party Congress. The consultation will be carried out in three forms: (1) Organizing consultation through conferences, seminars, and discussions; (2) Through the VneID application; (3) Through mail.

The method of collecting opinions will be implemented in 5 ways: (1) The Central Committee of the Vietnam Fatherland Front and socio-political organizations at all levels organize to collect opinions according to the vertical system; (2) Party committees at all levels together with central and local press agencies receive letters of comments sent by the people. (3) The Ministry of Public Security coordinates with the Central Party Office, the Central Propaganda and Mass Mobilization Commission and relevant agencies and units to collect opinions of cadres, party members and people on draft documents on the VneID application; (4) Vietnamese representative agencies abroad receive letters of comments from overseas Vietnamese; and (5) The Central Propaganda and Mass Mobilization Commission will synthesize the opinions of cadres, party members and people on draft documents to be submitted to the 14th National Congress of the Party.

The method of synthesizing opinions will be implemented according to the form instructed by the Central Propaganda and Mass Mobilization Commission, according to Official Dispatch No. 2109 dated August 26, 2025 of the Central Propaganda and Mass Mobilization Commission.

Demonstrating the spirit of "The Party listens to the people, the people trust the Party"

Responding to the question about the Party's expectations and wishes when implementing the collection of public opinions on the draft documents of the 14th National Party Congress, Mr. Nguyen Quang Duong, member of the Party Central Committee, Deputy Head of the Central Organization Committee, said that when implementing the collection of public opinions on the draft documents of the 14th National Party Congress, the Party hopes to be able to complete and improve the quality of the document. Collecting public opinions from the people, experts, intellectuals and social organizations will help the draft become comprehensive, practical and meet the requirements of national development.

Mr. Nguyen Quang Duong emphasized that the document will accurately reflect the situation, aspirations and interests of the entire people, enhance democracy and transparency, clearly demonstrate the motto "people know, people discuss, people inspect" in building major policies, creating opportunities for people to contribute public opinions and build a clean and strong Party, contributing to creating consensus and trust in society. When people participate in contributing opinions, the document will receive widespread support, thereby creating a foundation for effectively implementing the country's development goals.

In addition, collecting opinions also contributes to mobilizing intelligence and practical experience and raising awareness and responsibility of citizens. People's contributions help to discover problems and solutions that the drafting agency has not foreseen, combining science, management experience and real life. Participating in giving opinions helps each citizen understand their role and responsibility in major issues of the country, at the same time forming the habit of monitoring and social criticism of important policies.

“Through collecting public opinions, the Party affirms its concern, listening to and respecting the voice of the people, while demonstrating its determination to build an increasingly developed country, with rich people, a strong country, and a fair, democratic and civilized society,” emphasized the Deputy Head of the Central Organizing Committee.

At the press conference, Mr. Lai Xuan Mon also affirmed that in the spirit of openness and the desire to listen to the frank and substantive comments of cadres, party members and the people on the draft documents to be submitted to the 14th National Party Congress, the Party will organize the collection of opinions in a democratic, systematic, scientific, quality and effective manner; at the same time, it will fully and accurately absorb and synthesize the comments, as a basis for perfecting the draft documents to be submitted to the 14th National Party Congress. This also demonstrates the spirit of democracy and the promotion of social intelligence in the process of building and planning the Party's policies and guidelines.
