These countries are often too small and crowded to have airports (or geography does not permit), so depend on neighboring countries for air access, although they may have heliports.
Vatican
Two countries, considered city-states but lacking airports, are Vatican City (located within the city of Rome, Italy) and Monaco (located on the southern coast of France, near Italy). These two countries are too small and crowded to build airports, and to do so would require destroying many of the buildings in those countries (or destroying Monaco's waterfront).

The Vatican has a population of only about 800 and covers an area of only 44 hectares, much smaller than the average airports in the world. The Vatican is also not long and wide enough to accommodate airport runways. The closest airports to the Vatican are Rome's Ciampino and Fiumicino.
Vatican City is known as Vatican City State or Vatican City. It is the smallest independent state in the world in terms of area and population, is the center of the Catholic Church and is the residence of the Pope.
Monaco is the second smallest country in the world after the Vatican, with a population of 38,000. Passengers arriving in Monaco often use France's Côte d'Azur airport.

San Marino
Three other European countries without airports are Liechtenstein, San Marino and Andorra. All of these countries are small and mountainous – although Liechtenstein does have some flat areas. San Marino is mountainous and its gateway is the Italian coastal city of Rimini and its international airport, Federico Fellini. There is a regular bus service from Rimini train station to San Marino.
Liechtenstein
Liechtenstein is a small, quaint country nestled between Austria and Switzerland in the European Alps. Liechtenstein has close ties to Switzerland, with Switzerland responsible for the principality’s defense and many other matters. Interestingly, Liechtenstein is the only member state of the United Nations that has not signed the 1944 Chicago Convention (which establishes international law regarding air navigation). This is because Switzerland signed the convention on Liechtenstein’s behalf.
Airports near Liechtenstein include two small airports, St. Gallen-Altenrhein in Switzerland and Friedrichshafen in Germany. A relatively nearby large airport is Zurich Airport, about 120 km away.

Andorra
The Principality of Andorra is the "largest of the small countries" in Europe without an airport. The country is mountainous (located in the Pyrenees, between France and Spain) so building an airport there is not feasible.
There is, however, an airport called Andorra-La Seu d'Urgell - although it's across the border from Spain. This airport is also home to Andorra Airlines - although the airline doesn't actually operate any planes. The main airports people use to fly to and from Andorra are Barcelona, Spain, Toulouse, France, and Girona, Spain.
