Accordingly, the draft Decree clearly stipulates: Units operating internal transport by car must monitor and supervise the activities of drivers and vehicles throughout the internal transport process; implement vehicle maintenance and repair regimes according to regulations; check the traffic safety conditions of vehicles and drivers before performing transport tasks; check and supervise the activities of cars and drivers on the journey.

The Ministry of Transport proposed that internal transport units must also develop regulations to ensure traffic safety management (illustrative photo).

At the same time, it is necessary to ensure regulations on continuous driving time, working time during the day, and rest time of the driver. Issue driver identification cards to the unit's drivers according to regulations.

Notably, the Draft clearly states that vehicles can only be used to transport cadres, employees, workers, or students or preschool children of the unit (for internal human transport). Or transport goods which are products and goods produced by agencies and organizations or transport equipment, tools, raw materials, fuel, and other personal assets serving the activities of the unit (for internal freight transport).

Transport units and drivers shall not use cars to pick up and drop off preschool children and students on mountain level V and VI roads. Do not use double-decker sleeper cars to operate on mountain level V and VI roads.

In particular, vehicles with the "INTERNAL VEHICLE" badge may not be used for transportation business or rented or lent to any organization or individual for business in any form.

Do not use drivers who are banned from driving according to the law; do not use drivers with less than 2 years of experience driving passenger vehicles with a designed capacity of 29 seats or more (not including the driver's seat) to drive vehicles with double-decker sleeper beds.

At the same time, it is necessary to organize periodic health check-ups for drivers and employ drivers who are healthy enough according to the regulations of the Minister of Health .

For internal freight transport, the transport unit is responsible for loading goods onto the vehicle according to regulations; must issue the driver a Transport Permit before transporting goods on the road. The Transport Permit must contain the following minimum information: Name of the internal transport unit; vehicle registration number; transport itinerary (starting point, ending point); type of goods and volume of goods transported on the vehicle.

Tighten management to ensure traffic safety

According to the reporter's research, internal transportation is regulated in Decree No. 86/2014. Internal transportation vehicles are granted a business license to operate transportation without direct payment and must install a journey monitoring device (GSHT). Internal transportation units have a traffic safety monitoring department and manage the transportation of people and goods.

However, since Decree 10/2020 amending and supplementing Decree 86/2014 was issued, the content related to internal transport vehicles is no longer mentioned.

Meanwhile, statistics show that there are currently nearly 400,000 internal transport vehicles. 15-20% of the total number of freight vehicles owned by enterprises, factories, and construction units are being used to transport goods and construction materials for projects that they produce and construct.

According to the leaders of the Transport Management Department of local Departments of Transport, the lack of a clear legal corridor to manage internal transport vehicles has caused many problems, and the situation of overloaded vehicles and drivers using addictive substances still occurs.

According to Mr. Nguyen Van Quyen, Chairman of the Vietnam Automobile Transport Association, currently internal transport vehicles only need to be registered and inspected to be able to circulate, leading to difficulty in management.

Therefore, it is very necessary to legalize regulations on internal transport activities by car as well as specific proposals on the responsibilities of transport units, internal transport drivers, and vehicles used in transport activities as in the draft Decree.

This is the basis for units with internal transport vehicles and drivers to implement and comply. Thereby, tightening the management of this type of transport, contributing to ensuring traffic safety.
