
Merger pressure and skills mismatch
With a population of nearly 3.3 million people, Tay Ninh has abundant internal resources. The province aims to have 80% of trained workers by 2030; of which, the rate of trained workers with degrees and certificates will reach 35%. This target is not only to meet growth needs but also to improve the human development index, effectively implementing the goal of "leaving no one behind".
Regarding administrative reform, the province is committed to innovating its leadership methods in the direction of "viewing people as the objects to be served, and businesses as the driving force and resources for the development process". The goal is to restructure the administrative system to streamline the apparatus, minimize the middle class, and optimize work.
However, the biggest challenge for the locality now is to solve problems arising after the merger and maintain the stability of the apparatus, especially the "phase difference" between labor supply and demand. Meanwhile, the quality of the staff is uneven in some units and localities, especially at the commune and ward levels after the reorganization. Chairman of the Tay Ninh Provincial People's Committee Nguyen Van Ut admitted: "The staff at the commune level has not been able to meet the increased workload when taking on additional tasks at the district level in the past, while the staffing is limited." The province has seconded staff but it is still not enough to meet the work requirements.
In addition, the sense of discipline and capacity of some cadres, civil servants and public employees have not met the requirements and work of State management in some areas such as land and construction. The mentality of "fear of mistakes and fear of responsibility" is still a major obstacle to the effectiveness of management, operation and investment attraction. In addition, currently, the rate of students being transferred after graduating from high school to vocational training is still low compared to the target. The quality of human resources in the private sector is slow to improve, lacking highly skilled human resources.
Mr. Nguyen Ho Bao Linh, Director of Van Hoa Multimedia Limited Liability Company (the unit operating two e-commerce platforms: cholonghoa.com and vieclamgap.vn in Tay Ninh) said that IT human resources with deep expertise in the locality are very scarce, while the need to develop digital platforms requires a technical team with systematic skills and quick updates on new technologies.
The public service systems (health, education , social housing) in new urban areas and suburban areas are currently not developed in proportion to the expected population size; especially not meeting the needs of migrant workers and workers from other places. Tay Ninh strives to complete about 8,700 social housing units by 2025.
Solution to connect "3 houses"
To overcome these challenges, Tay Ninh has been focusing on a comprehensive group of solutions on Party building, the political system and human development. Specifically, the province is aiming to build a team of cadres at all levels, especially leaders who are truly exemplary in political courage, qualities, ethics, outstanding capacity, daring to innovate, be creative, and dare to take responsibility for the common good. The locality focuses on discovering, training, fostering, creating sources, and arranging young cadres, female cadres, and science and technology cadres with digital capacity and foreign language proficiency into leadership and management positions.

The locality is promoting the restructuring of the administrative system to streamline the apparatus, reduce the middle class and improve the efficiency of State management. The goal is to improve the investment and business environment, striving to achieve good rankings in governance indicators such as PAPI, PAR Index, PCI, SIPAS.
Tay Ninh commits to building specific mechanisms and policies in addition to the general policies of the Government. Mr. Nguyen Van Ut shared that the province will have its own policies to attract investment in developing high-tech industries, high-tech agriculture, smart cities, etc.
In particular, the province has established a training model linked with enterprises "State - institute, school - enterprise" to co-design training programs, transfer knowledge and technology; create an internship and employment environment closely linked to practical needs.
Long An University of Industry and Economics (DLA) is a bright spot as it has cooperated with nearly 80 businesses, creating more than 500 jobs and internships each year.
The school has trained nearly 22,000 students and trainees. About 98% of students have jobs within 12 months of graduation. The unit is researching, building and implementing new programs such as: Data Science, Financial Technology (Fintech), Logistics to meet the requirements of digital transformation.
According to Mr. Nguyen Ho Bao Linh, Director of Van Hoa Multimedia Limited Liability Company, close cooperation with schools is an urgent and strategic direction, helping businesses to be proactive in recruitment and reduce retraining costs.
At the grassroots level, developing skilled human resources on the spot is a key factor. Mr. Truong Hai Dang, Secretary of the Tan Hung Commune Party Committee, stated that the commune has coordinated with the Employment Service Center to provide career counseling and orientation; at the same time, it has linked and signed cooperation agreements with businesses, committing to receiving workers after training.
Mr. Pham Van Bon, Secretary of the Can Giuoc Commune Party Committee, affirmed that human resources with high skills, knowledge and labor discipline are important “social capital”. The locality has strengthened vocational training links between the government, businesses and vocational training institutions, organizing training programs linked to actual recruitment needs.
