On October 9, the delegation of Oudomxay province, Lao People's Democratic Republic, led by Mr. Vongsavanh Saynhavong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial Government, visited and worked with the leaders of Dien Bien province on decentralization, delegation of power, organization of local government and experience in operating the Public Administration Service Center.
Chairman of the People's Committee of Dien Bien province Le Thanh Do expressed his pleasure to welcome the delegation to visit and work, and affirmed that Dien Bien always attaches importance to, constantly consolidates and expands friendly cooperation relations with the northern provinces of Laos, especially Oudomxay - a locality with many similarities in natural conditions, population, and development orientation.
Introducing the general socio -economic development situation of the province, Mr. Le Thanh Do said that in the first 9 months of 2025, the province's GRDP is estimated to reach more than 12,289 billion VND, an increase of 6.76% over the same period in 2024; total budget revenue reached more than 1,750 billion VND. At the working session, Dien Bien province shared experiences and good practices in the process of operating two-level local government, an issue that Oudomxay province is concerned about.
After rearranging and merging administrative units, the province has 45 communes and wards, a 65% reduction compared to before.
From July 1, 2025, the two-level local government model will officially operate, eliminating the intermediate district level, shortening the management process, increasing initiative for the grassroots level and significantly saving budget costs.
To operate effectively, Dien Bien promotes decentralization and delegation of authority associated with the responsibility of the head, while strongly applying information technology in management and handling administrative procedures.
The Provincial Public Administration Service Center is currently synchronously connected from the provincial level to the commune and ward levels, ensuring that 100% of records are received and processed online.
Administrative reform helps shorten the time for handling procedures, reduce costs for people, increase transparency and efficiency of public services, contributing to improving the administrative reform index and people's satisfaction.
Chairman of Dien Bien Provincial People's Committee Le Thanh Do emphasized that the province wishes to strengthen practical and effective cooperation with Oudomxay province; proposed that the two sides continue to implement the Memorandum of Understanding signed on December 25, 2024, and expand cooperation in the fields of staff training, public administration, infrastructure development, border trade, tourism and culture.
The two sides need to coordinate in propagating and educating the people of the two countries to preserve and promote the great friendship and special solidarity between Vietnam and Laos; and promote cultural exchanges, study and collaboration, especially among the young generation.
The two localities agreed to continue supporting businesses, organizations and individuals on both sides to cooperate in investment and economic development; build and promote tourist routes connecting Dien Bien and Oudomxay; and improve the quality of cross-border passenger transport.
Along with that, close coordination between functional forces in preventing and combating crimes, especially drug crimes, to maintain security, order, peace and stability in border areas.
In the context of many fluctuations in the world and the region, Chairman of the People's Committee of Dien Bien province Le Thanh Do affirmed that with the tradition of solidarity and determination of the Party, government and people of the two countries, Vietnam-Laos in general and Dien Bien-Oudomxay in particular will continue to overcome difficulties and together foster the special friendship to develop more and more.
On behalf of the Oudomxay Provincial Delegation, Mr. Vongsavanh Saynhavong thanked the leaders of Dien Bien province for their warm welcome and highly appreciated the results of socio-economic development and innovation of the province's government model.
Mr. Vongsavanh Saynhavong said that Dien Bien's experience in administrative reform, decentralization, streamlining the apparatus and applying technology in management are valuable lessons for Oudomxay to study and apply appropriately to practical conditions./.
