On the morning of October 5, Prime Minister Pham Minh Chinh chaired the Government's online conference with localities in September 2025, discussing many important contents.
Attending the conference at the connecting points were Politburo members, Party Central Committee Secretaries, Party Central Committee members, Deputy Prime Ministers, Ministers, Heads of sectors, Secretaries of Provincial and Municipal Party Committees, leaders of ministries, sectors, central agencies and localities.
According to the program, the Conference focused on discussing the socio-economic situation, allocation and disbursement of public investment capital, implementation of national target programs in September, the third quarter and the first 9 months of 2025; direction and administration of the Government and the Prime Minister, implementation of assigned tasks, administrative procedure reform; implementation and operation of the 2-level local government model; tasks and solutions in the coming time.
Economic growth in the following quarter is higher than the previous quarter.
Reports and opinions at the conference assessed that, regarding the direction and management work in September and since the beginning of the year, the Government, the Prime Minister, all levels, sectors and localities have clearly demonstrated high determination, great efforts and drastic actions in all fields; closely following reality, responding to policies promptly, appropriately and effectively with the spirit: "The Party has directed, the Government has agreed, the National Assembly has agreed, the People have supported, the Fatherland has expected, then only discuss and do, not retreat" and "If said, then do, if committed, then do, there must be results that can be weighed, measured, counted and quantified".

Notably, the focus is on perfecting institutions, implementing and concretizing the Party and State's guidelines and policies, especially the preparation work for the 13th Central Conference and the 10th Session of the National Assembly (expected to submit 50 draft laws and resolutions, the most ever in one session). Promoting growth of 8% or more associated with macroeconomic stability, controlling inflation, ensuring major balances of the economy. Removing difficulties, organizing and operating local governments at 2 levels; simplifying and cutting down administrative procedures and business conditions.
Resolutely implement the Politburo's decisions in key areas (resolutions 57, 59, 66, 68, 70, 71, 72). Continue to proactively and promptly respond effectively to the US's reciprocal tariff policy. Focus on handling many backlogged and prolonged projects and works; simultaneously start and inaugurate 250 typical projects nationwide with a total investment of about 1.28 million billion VND.
Carefully prepare, well organize, and leave a good impression on the country's important events celebrating the 80th anniversary of the People's Public Security Forces' Traditional Day, the 80th anniversary of the August Revolution, and National Day September 2. Focus on cultural and social development, ensuring social security and people's lives (promote the construction of social housing; reach the goal of eliminating temporary and dilapidated houses nationwide with over 334,000 houses 5 years and 4 months early; proactively and actively respond to storms and floods). Strengthen and consolidate national defense and security, successfully deploy many high-level foreign affairs activities.

Reports and opinions at the conference also assessed that, in general, the socio-economic situation is better month after month, better quarter after quarter, and better in the first 9 months than the same period in 2024 in most areas, with 10 outstanding results.
Firstly, economic growth in the following quarter is higher than the previous quarter with good growth in all three regions. GDP in the first quarter increased by 6.93%, in the second quarter of 2025 it increased by 7.67%, in the third quarter it is estimated to increase by over 8%; in the first 9 months it increased by over 7.8%. All three regions grew well. In particular, leading localities grew well; 16 localities increased by 8% or more (Quang Ninh increased by 11.67%, Hai Phong by 11.59%, Ninh Binh by 10.45%, Quang Ngai by 10.15%, Bac Ninh by 10.12%).
Comments say that provinces and cities have grown well thanks to an open business environment, strong leadership and direction, and active removal of difficulties and obstacles for projects.
Second, the macro economy is stable, inflation is controlled, and major balances are ensured. The average CPI for the first 9 months is estimated to be controlled at over 3%. State budget revenue for the first 9 months reached 1.92 trillion VND, equal to 97.9% of the yearly estimate, up 30.5% over the same period (while taxes, fees, charges, and land rents were exempted, reduced, and extended by about 200 trillion VND). Import-export turnover for the first 9 months reached over 680 billion USD, up 17.3% over the same period; trade surplus was 16.82 billion USD.

Third, total social investment capital increased in the following quarters compared to the previous quarters; the first quarter increased by 8.3%, the second quarter increased by 11.4%, the third quarter increased by about 13.3%, and the nine-month period increased by about 11.6%. Public investment disbursement was higher than the same period last year, but more efforts are needed. FDI attraction in the first nine months reached 28.54 billion USD, up 15.2%; realized FDI capital reached 18.8 billion USD, up 8.5%.
Fourth, economic and social infrastructure continues to receive investment attention, especially transport, telecommunications and electricity infrastructure, ensuring the completion of over 3,000 km of expressways and 1,700 km of coastal roads by 2025.
Fifth, business development has shown signs of improvement, especially after the Politburo issued Resolution 68 on private economic development. The number of enterprises joining and re-joining in the first 9 months reached 231,300, up 26.4%; the number of enterprises withdrawing from the market increased by only 6.8%, the lowest since 2021.
Sixth, the two-level local government model generally operates smoothly and achieves initial positive results; decentralization, delegation of power, and administrative procedure reform are promoted.
Seventh, social security is guaranteed, people's lives continue to improve. In the third quarter, about 96.3% of households assessed that their income was stable or higher than the same period; the average income of workers in 9 months reached 8.3 million VND/month, up 10%; social security support was nearly 56.8 trillion VND; gifts to people were worth more than 11 trillion VND on the occasion of Independence Day; and nearly 11,300 tons of rice were supported for people.

Eighth, administrative reform, decentralization, decentralization, anti-corruption, waste and negativity work were promoted; many long-standing backlog projects (nearly 3,000 projects) were focused on handling.
Ninth, independence, sovereignty, and territorial integrity are maintained; security and defense potential is enhanced; social order and safety are ensured.
Tenth, foreign affairs and international integration have been promoted, maintaining a peaceful, stable, cooperative and developing environment in a very difficult world context.
Many international organizations (such as ADB, IMF, WB) continue to positively assess the leadership and management work and forecast that by 2025 Vietnam will be among the top high-growth countries in the region and the world.
Pressure to direct and manage the macro economy is still great.
In his concluding remarks, Prime Minister Pham Minh Chinh highly appreciated and basically agreed with the reports and opinions and requested the Ministry of Finance and the Government Office to absorb and complete the reports and draft Resolution of the meeting, and soon submit them for signing and promulgation.
The Prime Minister emphasized that the main reason for the results achieved was thanks to the correct, timely, close and comprehensive leadership of the Party Central Committee, directly and regularly led by the Politburo and the Secretariat, headed by the General Secretary; the coordination and accompaniment of the National Assembly, the participation of agencies in the political system; the correct, drastic, practical and effective direction of the Government, the Prime Minister, ministries, branches and localities; the support and active participation of the people, the business community and the cooperation and assistance of international friends.
On behalf of the Government, the Prime Minister expressed his deep gratitude to the Central Committee, the Politburo, the Secretariat, the General Secretary, the leaders of the Party and State, and agencies in the political system; acknowledged and commended the ministries, branches, and localities for their outstanding efforts, overcoming difficulties and challenges, focusing on drastic direction and achieving important and quite comprehensive results in all fields in the first 9 months of the year, contributing to the successful implementation of all targets for the whole year 2025, especially striving for growth of over 8% in 2025 and for the 5-year period 2021-2025; thereby creating momentum for double-digit growth and rapid, sustainable development in the coming years.

In addition to the basic results achieved, the Prime Minister pointed out limitations and shortcomings such as traditional growth drivers not meeting expectations (disbursement of public investment capital has not met requirements; private investment has not improved much; exports are facing difficulties; consumption growth rate is slowing down, etc.); while new growth drivers need time to be effective (such as digital economy, green economy, circular economy, artificial intelligence, etc.).
Disbursement of public investment capital requires more effort. The pressure to direct and manage the macro economy is still great, especially in terms of interest rates, exchange rates, and inflation due to external fluctuations, especially the impact and influence of tariff and trade policies of other countries. The real estate market situation has gradually improved but there are still many difficulties and problems, and housing prices are high. The situation of smuggling, trade fraud, counterfeit goods, and fake goods is still complicated in some places, especially at the end of the year.
The implementation of the two-tier local government model has some shortcomings, especially in staff arrangement, network connection, digital data, and digital transformation. The lives of a segment of the population are still difficult; natural disasters and floods are forecast to continue to be complex and unpredictable. Non-traditional security issues, especially cyber security, and the security and order situation in some areas are complicated.
According to the Prime Minister, the shortcomings and limitations have both subjective and objective causes, due to the complicated fluctuations in the world and the region; the global economy, trade and investment have slowed down; risks have increased; natural disasters and floods have caused serious consequences; some agencies, units, cadres, civil servants and public employees have not been really proactive and positive, there is still a situation of avoiding and pushing away tasks and being afraid of responsibility; some mechanisms and policies still have shortcomings that have not been resolved; decentralization and delegation of power are sometimes confusing; many long-standing projects have not been completely resolved...

Analyzing the lessons learned, the Prime Minister emphasized: We must have a long-term vision, think deeply and do big things, maintain our courage - be steadfast in our goals - grasp the situation - respond to policies promptly, flexibly and effectively; have high determination, make great efforts, take drastic actions, complete each task; assign tasks to ensure "6 clear": Clear people, clear work, clear time, clear responsibility, clear authority, clear products and "3 no's": Do not say no, do not say difficult, do not say yes but do not do; at the same time, we must balance and arrange resources to carry out the tasks.
Along with that, promote decentralization, decentralization and reform of administrative procedures - focus on rectifying discipline, promoting the sense of responsibility - implementing timely and strict rewards and discipline. Strengthen solidarity, unanimity from top to bottom, promote the combined strength of the entire political system and the entire people, resolutely not back down in the face of difficulties, all for the benefit of the nation, for the happiness and prosperity of the people.

Regarding the work in the coming time, the Prime Minister stated that the fourth quarter must accelerate and make a breakthrough in the context of generally favorable opportunities and difficulties and challenges intertwined, but with more difficulties and challenges than opportunities and advantages; targets that have been completed must be completed better, targets that are almost achieved must be completed, absolutely not subjective, negligent, or lose vigilance.
The goal is still to maintain macroeconomic stability, control inflation, promote growth, ensure major balances of the economy, control public debt, government debt, foreign debt, budget deficit, especially promote increased revenue, save expenditure to focus on investment and development.

Regarding the main orientation, tasks and solutions, the Prime Minister requested ministries, branches and localities to focus on widely implementing the peak emulation campaign to achieve achievements in welcoming the 14th National Party Congress and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
The Prime Minister emphasized the spirit of "actively strengthening, striving for success, not leaving the people behind, being diligent, creative, and highly effective", closely following the leadership motto of courage, intelligence, calmness, proactiveness, creativity, flexibility, timeliness, and effectiveness.
Basically agreeing with the tasks and solutions according to the report of the Ministry of Finance and the comments, the Prime Minister noted that ministries, branches and localities should focus on implementing 3 steps including: (1) Accelerating the disbursement of public investment capital, removing difficulties for production and business, creating jobs and livelihoods for people, striving for growth of over 8%; (2) Accelerating the effective implementation of Resolution 59 of the Politburo on breakthroughs in science and technology development, innovation, digital transformation in all sectors, fields and localities to serve rapid and sustainable development; (3) Accelerating the resolution of difficulties and obstacles, synchronously and effectively operating local governments at 2 levels, creating all favorable conditions for people and businesses.

Regarding the key tasks and solutions, the Prime Minister requested that we first focus on carefully and thoroughly preparing the contents for the 13th Central Conference and the 10th Session of the 15th National Assembly. Ministries and presiding agencies should focus on carefully preparing submissions, reports, and documents to ensure progress and quality according to regulations. Closely coordinate and successfully organize Party Congresses at all levels, towards the 14th National Party Congress; well prepare for the Government Party Congress in October 2025.
Second, continue to maintain macroeconomic stability, control inflation, ensure major economic balances and promote growth.
Accordingly, continue to implement a proactive, flexible, timely, effective monetary policy, closely coordinated and synchronized with a reasonable, focused and key expansionary fiscal policy. Fiscal policy needs to further promote its role in promoting growth (promoting public investment; exempting and reducing taxes, fees, and charges; issuing project bonds, etc.). Monetary policy must control inflation according to the set target, ensure reasonable exchange rates and interest rates; focus credit capital on production and business; strictly control credit in potentially risky areas; accelerate the increase of charter capital of commercial banks.
Closely monitor developments, ensure market and price stability, especially for goods and services managed by the State; implement measures to strengthen management, orientation, and control of housing and land prices.

To focus on renewing traditional growth drivers and strongly promoting new growth drivers, the Prime Minister requested to stimulate domestic consumption, strongly develop the domestic market: effectively implement promotional programs, discounts, fairs, tax, fee and charge exemptions; improve the quality of goods and services; well organize the 2025 Autumn Fair. Strongly promote tourism; implement tourism programs combined with cultural activities, events, cultural festivals, fairs...
Promote attracting investment from the whole society, strive to disburse 100% of the public investment capital planned for 2025, speed up the progress of important and key projects; promote attracting private investment and FDI; organize the inauguration and groundbreaking of a series of works and projects on December 19, 2025.
To boost exports, implement large-scale trade promotion programs in key markets; soon negotiate and sign new FTAs with Brazil, Pakistan, GCC, Mercosur, African countries, etc.
Third, resolutely, promptly and effectively implement the Politburo's resolutions (resolutions No. 57, 59, 66, 68, 70, 71, 72), and promptly submit to the National Assembly for promulgation of mechanisms and policies for implementation.
Fourth, effectively deploy and operate the two-level local government model. Ministries, branches and localities promptly remove difficulties and obstacles; strengthen inspection, guidance and professional training. Complete payment of regimes and policies for those who have left their jobs before October 10. Review and arrange commune officials in accordance with their expertise; improve the quality of officials. Promote the connection of information systems, databases and administrative procedures to ensure smoothness and efficiency. Enhance the development creation capacity of commune level.
Fifth, focus on removing difficulties and obstacles for long-standing backlog projects; effectively implement the plan to handle SCB Bank and weak commercial banks; the Ministry of Finance, the standing agency of Steering Committee 751, immediately deploy mechanisms and solutions to remove nearly 3,000 backlog projects after receiving the policy from the Politburo.
Sixth, focus on cultural and social development, ensure social security, improve people's lives; strengthen environmental protection, prevent and combat natural disasters, and respond to climate change. Ministries, branches, and localities should pay attention to speeding up the progress of social housing projects in 2025; focus on responding to storm No. 11 and overcoming the consequences of storms No. 9 and No. 10 and post-storm floods, restore production activities, and stabilize people's lives.
The Prime Minister also requested to consolidate and strengthen national defense and security; maintain social order and safety; strengthen foreign affairs and international integration. Strengthen and improve the effectiveness of information and communication, especially policy communication, replicate good models and good practices, contributing to creating social consensus.
Regarding some important tasks in the fourth quarter of 2025, the Prime Minister requested preparations to start construction of component project 1 of the Lao Cai - Hanoi - Hai Phong railway project and site clearance for the North - South high-speed railway project; and drastic implementation of solutions to resolutely remove the IUU yellow card in 2025.
Assigning a number of specific tasks and solutions to ministries, branches and localities, the Prime Minister requested the Ministry of Finance to strengthen the management of state budget revenue and expenditure, striving to increase budget revenue by 25% compared to the estimate; striving to disburse 100% of the planned public investment capital; promoting upgrading the stock market, mobilizing resources, and issuing construction bonds.
The State Bank of Vietnam focuses on controlling inflation according to the set target; maintaining stability in the monetary and foreign exchange markets; strengthening management of the gold market; and resolutely implementing preferential credit programs.
The Ministry of Industry and Trade coordinates with the Ministry of Culture, Sports and Tourism and relevant ministries, agencies and localities to prepare well for the 2025 Autumn Fair. The Ministry of Construction completes amendments to decrees related to social housing development and promotes the implementation of railway projects.
The Ministry of Agriculture and Environment shall preside over and coordinate with relevant ministries, agencies and localities to drastically implement solutions to remove the IUU yellow card by 2025; focus on building a database on land...
The Ministry of Culture, Sports and Tourism is in charge of solutions to promote tourism, improve quality and build tourism assessment indexes in accordance with international practices and the situation in Vietnam; and proposes to choose November 24 as Vietnam Culture Day.
