On the morning of October 5, Prime Minister Pham Minh Chinh chaired the regular September Government meeting and the Government's online conference with localities across the country.

The conference took place in the context of the economy in dire need of acceleration and breakthrough in the fourth quarter to achieve the 2025 development goals, contributing to the successful implementation of the goals set by the 13th National Party Congress.

The two-level local government model has some difficulties and problems.

In September and the past time, the world situation continued to face many difficulties and challenges. Meanwhile, domestically, the entire system is promoting economic growth to reach 8% or more; at the same time, the Government is preparing to submit to the National Assembly for approval 50 draft laws and resolutions - the most in a single session ever.

Disaster prevention and recovery work is under a lot of pressure as our country has to deal with four consecutive storms.

In that context, the socio-economic situation in the first 9 months was better than the same period last year: the macro economy was stable, inflation was controlled, major balances were ensured, growth was strongly promoted; socio-cultural and social security fields were guaranteed.

However, there are still many limitations and challenges, notably the narrowing of traditional markets; pressure on macro management; traditional growth drivers have not met expectations, and new drivers need time to become effective.

At the same time, the two-level local government model has a number of difficulties and problems such as staff arrangement, administrative procedure interconnection, data, information technology infrastructure, electricity, etc.

The Prime Minister requested that this conference needs to evaluate and analyze the context and socio-economic situation, what is good and what is not so good, what are the causes, and what are the lessons learned?

The implementation of the 2-level local government model is also analyzed to see if there are any shortcomings, and what breakthrough solutions are needed to operate smoothly and synchronously. From there, the key tasks and solutions for September and the fourth quarter are determined.

The Prime Minister pointed out that since President Ho Chi Minh called for patriotic emulation (June 11, 1948), the spirit of patriotic emulation has become a source of strength.
