The Standing Committee of the National Assembly gives opinions on the draft Law on Prevention and Combat of Human Trafficking

On April 1, at the National Assembly House, implementing the program of the specialized legal session, the National Assembly Standing Committee gave opinions on the draft Law on Prevention and Combat of Human Trafficking (amended).

Minister of Public Security To Lam presented the report.

Presenting the draft law, Minister of Public Security To Lam said that the Law on Prevention and Combat of Human Trafficking was passed by the 12th National Assembly, 9th session on March 29, 2011, and took effect from January 1, 2012. The implementation of the 2011 Law on Prevention and Combat of Human Trafficking has achieved many positive results.

However, after 12 years of implementation, it has become necessary to amend and supplement this Law to institutionalize the Party's viewpoint on the work of preventing and combating human trafficking; ensure the consistency of the legal system and compatibility with international treaties; resolve existing problems, difficulties, obstacles and inadequacies in the process of implementing the 2011 Law on Prevention and Combating Human Trafficking, meeting the practical requirements of the work of preventing and combating human trafficking now and in the future.

The Minister of Public Security stated that the purpose of the law is to perfect the law on preventing and combating human trafficking, create a unified and comprehensive awareness of the work of preventing and combating human trafficking in the coming time; enhance the responsibility of individuals, families, agencies, organizations and the whole society in preventing and combating human trafficking, contributing to stabilizing the security situation, order and social safety; and improve the effectiveness of state management on preventing and combating human trafficking.

According to the Minister of Public Security, the draft law is built on the viewpoint of continuing to institutionalize the Party's viewpoint on preventing and combating human trafficking; concretizing the provisions of the 2013 Constitution on human rights, basic rights and obligations of citizens, ensuring consistency and synchronization with other relevant legal documents.

Closely follow the policies in the proposal to develop the draft Law on Prevention and Combat of Human Trafficking (amended) that has been approved by competent authorities; inherit the relevant regulations, overcome the shortcomings, inadequacies, and limitations, and meet the requirements of the work of preventing and combating human trafficking now and in the future. Selectively refer to the legal experience and practices of preventing and combating human trafficking of a number of countries in the world that are suitable to the practical conditions of Vietnam .
