Vietnam speaks at the meeting of the WTO Rules of Origin Committee

On October 1, 2025, the WTO Rules of Origin Committee meeting was held in Geneva, Switzerland. Vietnam's representative was the Import-Export Department ( Ministry of Industry and Trade ) participating online from Hanoi and the Vietnamese Delegation staff attending in person in Geneva . Ms. Trinh Thi Thu Hien - Deputy Director of the Import-Export Department (Ministry of Industry and Trade) gave a speech on Vietnam's completion of the notification of rules of origin within the WTO framework.

The representative of the Import-Export Department said that Vietnam had sent the Notification on Rules of Origin within the framework of the WTO (document G/RO/N/291) in March 2025, on the basis of applying the new form proposed by the Chairman of the WTO Rules of Origin Committee. The Import-Export Department (Ministry of Industry and Trade) closely coordinated with the Vietnamese Delegation in Geneva to carry out the notification procedure and with the Customs Department ( Ministry of Finance ) in the process of completing the notification, and carefully reviewed to ensure that the updated legal documents in the Notification were fully and accurately reflected.

Ms. Trinh Thi Thu Hien - Deputy Director of the Import-Export Department (Ministry of Industry and Trade) gave an online speech on Vietnam's completion of the notification of rules of origin within the WTO framework.

With a relatively comprehensive legal framework, Vietnam has successfully completed the application of the new form. As one of the first WTO members to implement quality notification, Vietnam encourages other members to do the same in order to build a complete and unified database within the WTO framework. The representative of the Import-Export Department emphasized that this is an important tool to enhance transparency, provide a reliable reference source in case of international disputes on the origin of goods, and at the same time contribute to preventing origin fraud and promoting global trade.

Vietnam has signed many free trade agreements and has become one of the economies with a deep level of integration. On that basis, Vietnam has opinions on the scope of notification, including preferential rules of origin within the framework of free trade agreements - FTAs ​​and non-preferential rules of origin within the framework of WTO to prevent origin fraud and enhance international cooperation.

Previously, at the Meeting on April 3, 2025, on the occasion of the 30th anniversary of the establishment of the Rules of Origin Committee in Geneva, the Vietnamese delegation delivered a speech on the application of rules of origin to Vietnamese export goods to WTO members. The meeting showed that Vietnam's contribution is of great significance in strengthening the position and diplomatic relations between Vietnam and WTO members.

With Vietnam's proactive participation, WTO members positively acknowledged Vietnam's commitment to seriously implementing its obligations within the WTO framework, promoting fair and effective trade. The Import-Export Department (Ministry of Industry and Trade) affirmed its readiness to coordinate with partners in handling challenges related to the enforcement of rules of origin, while continuing to improve the quality of state management in this field.

The speech of Ms. Trinh Thi Thu Hien - Import-Export Department at the Meeting not only contributed to promoting the image of Vietnam as an active and responsible member, but also affirmed Vietnam's determination in promoting a transparent and sustainable global trade system and improving the effectiveness of preventing fraud of goods origin. The contribution of the Vietnamese delegation this time demonstrates the promotion of participation, promoting our voice in multilateral organizations and mechanisms, enhancing the country's role, position and international prestige according to the goals stated in Resolution No. 59-NQ/TW dated January 24, 2025 on international integration in the new situation.
