Stable economic growth, thriving businesses
Thanks to the strong direction of the Provincial Party Committee, People's Council, Provincial People's Committee and the support of the business community, Vinh Long's socio-economic situation in the first 9 months of the year continued to grow positively in many fields.
Accordingly, the agricultural sector maintained a stable development momentum, enhanced monitoring and timely handling of livestock diseases, helping to stabilize production and farmers' lives. The promotion of the province's potential and strengths was promoted, contributing to attracting investment and sustainable economic development.
Business activities recorded many improvements: the number of newly established enterprises and registered capital increased compared to the same period. Total retail sales of goods and service revenue in the first 9 months increased by 16.7%, reaching 74.84% of the yearly plan; total import-export turnover increased by 15.56%, reaching 71.86% of the plan, reflecting the strong recovery of production and business in the area.
In particular, Vinh Long has completed the organization of the administrative apparatus according to the 2-level local government model, perfecting the functions and tasks of units, ensuring smooth and effective operation. Administrative reform continues to be promoted, removing difficulties for people and businesses.
Special attention is paid to the social security sector. Policies to support people with meritorious services, poor and near-poor households and social protection beneficiaries are fully and promptly implemented. Medical work, public health care, and disease prevention are effectively implemented; employment programs, vocational training, and environmental protection are implemented synchronously.
The work of receiving citizens, resolving complaints and denunciations is carried out seriously; the prevention of corruption, negativity and waste is focused on, contributing to strengthening people's trust. National defense and security are maintained, social order is stable, creating a favorable environment for development.
Key solutions: Stabilizing the economy, promoting public investment
From now until the end of the year, Vinh Long aims to stabilize major economic balances, continue to prioritize promoting growth and flexibly managing finance and budget.
Specifically, Vinh Long strives to collect VND4,432.99 billion in domestic revenue in the last 3 months of the year, completing 100% of the assigned estimate; reducing tax debt to below 8% of domestic revenue. Debt collection work is strengthened, striving to collect at least 80% of recoverable debt transferred from the end of 2024.
Vinh Long also strictly implements the mandatory regulations on electronic invoices generated from cash registers according to the direction of the Prime Minister in Official Dispatch No. 88/CD-TTg dated June 12, 2025; at the same time, continues to implement the policy of extending, exempting, and reducing taxes and land rents, supporting businesses and people to overcome difficulties.
The province requires saving 10% of regular expenditure, promoting financial autonomy mechanism in public service units, aiming to reduce regular expenditure to increase development investment expenditure. Disbursement of public investment capital is identified as a key task, striving to disburse 100% of the capital plan in 2025.
Promoting digital transformation, improving people's lives
Along with economic development, Vinh Long focuses on promoting digital transformation in agriculture, healthcare and public administration. In 2025, Vinh Long strives for 100% of medical facilities to deploy electronic medical records, 80% of people to have electronic health books, and at the same time promote the application of IT in medical operations and management.
The agricultural sector is required to continue restructuring in conjunction with new rural area (NTM) construction, the One Commune One Product (OCOP) program and sustainable aquaculture development, while speeding up the progress of advanced NTM commune criteria and checking the quality of achieved criteria.
In addition, departments, branches and localities must proactively prevent plant and animal diseases, strengthen veterinary hygiene and food safety inspections. At the same time, implement policies to support the poor, provide vocational training, introduce jobs and send workers to work abroad for a limited period, helping people have better access to basic social services such as health care, education, housing, clean water, information and social assistance.
In particular, focus on improving the investment and business environment; promoting the application of information technology, publicizing and making transparent information related to planning, administrative procedures, and preferential policies. Organizing meetings, contacts, and dialogues to satisfactorily resolve difficulties and problems of businesses and investors, especially issues related to land, investment procedures, credit access, and technical infrastructure.
Strengthening administrative discipline, tightening the responsibility of leaders
In his concluding remarks, Chairman of Vinh Long Provincial People's Committee Lu Quang Ngoi acknowledged the sense of responsibility of departments, branches, sectors and localities in performing their tasks, especially during the period when the province is perfecting the two-level government model.
At the same time, it requires departments and branches to strengthen discipline and administrative order, improve the efficiency of budget revenue and expenditure management, and promote public investment disbursement.
The Department of Home Affairs urgently consults on the arrangement and assignment of commune-level professional staff before October 15, and at the same time increases provincial staff to support the grassroots.
The Department of Finance shall preside over and coordinate with units to review and pay policies and regimes to officials and civil servants who retire according to Decree 178/2024/ND-CP, 67/2025/ND-CP and 154/2025/ND-CP, ensuring the right subjects and completion before October 15, 2025.
In particular, Chairman Lu Quang Ngoi assigned the Department of Home Affairs to study and report to the Provincial Party Standing Committee to consider the responsibility of the head if the disbursement of public investment capital is slow by the end of 2025.
With clear orientation, specific solutions and strong direction, Vinh Long expects to comprehensively complete the socio-economic development goals by 2025, maintain stable growth momentum, improve people's lives and affirm its position as one of the dynamic and innovative localities in the Mekong Delta region.
