Reporting at the meeting, Comrade Bui Ngoc Duong - Party Secretary, Chairman of the Board of Directors of BSR said that with the function of managing and operating Dung Quat Oil Refinery - a national key project, BSR currently supplies over 30% of the country's petroleum demand, actively contributing to ensuring national energy security, national defense and budget revenue. On average, in the past 5 years, BSR has contributed over 52% of the total budget revenue of Quang Ngai province, while creating stable jobs for nearly 1,600 workers, of which more than 55% are locals.
As of the third quarter of 2025, BSR has operated Dung Quat Refinery safely and stably and produced more than 103.5 million tons of products. BSR's cumulative revenue reached more than VND 1.8 million billion; after-tax profit reached more than VND 53.8 trillion and paid more than VND 244.9 trillion to the state budget.
Not only achieving high efficiency in production and business, BSR is also a pioneer in scientific research, innovation and digital transformation. By the end of September 2025, BSR had more than 9,086 registered ideas with 2,146 improvement initiatives that brought in a profit value of more than 1.94 trillion VND. Of which, with more than 1,400 initiatives and innovative products deployed in the period of 2021-2025, BSR is one of the leading units in the Vietnam National Industry and Energy Group ( Petrovietnam ) in the movement of initiatives and technical improvements.
In addition to its production and business tasks, BSR has always fulfilled its social responsibilities well. Since its establishment, the Company has spent over 1 trillion VND on social security programs, focusing on education, healthcare, supporting the poor, disaster relief and community-oriented activities. In Quang Ngai province alone, BSR has sponsored over 395 billion VND for social security programs, contributing to improving the lives of people in the vicinity of Dung Quat Refinery and disadvantaged areas, mountainous areas and islands.
Since the beginning of the year, BSR has been implementing many meaningful social security programs in Quang Ngai province such as sponsoring the construction of schools and medical stations; organizing the program "Tet for the poor", building Great Unity houses for the people; rewarding students, visiting and giving gifts to families of war invalids and martyrs in localities; organizing Mid-Autumn Festival for disabled and orphaned children. In parallel, BSR also sponsored 20 billion VND to build inter-level schools in border communes and 7 billion VND to equip scientific research equipment for middle and high schools in Quang Ngai province.
Promoting its role as a leading enterprise in the energy and petrochemical industry, BSR is aiming to achieve an output of over 37.6 million tons and pre-tax profit of about VND9.7 trillion in the 2026 - 2030 period, while promoting green transformation and reducing carbon emissions throughout the entire production chain.
In parallel with optimizing production and business efficiency, BSR aims to expand investment in green energy, renewable energy, circular economy and high value-added petrochemical products, gradually realizing the goal of sustainable development. With strategic vision, modern technology platform and pioneering aspiration, BSR continues to affirm its position as the "flagship" of Vietnam's petrochemical industry, making important contributions to the socio-economic development of Quang Ngai province, ensuring national energy security and national defense security.
Speaking at the meeting, Secretary of Quang Ngai Provincial Party Committee Ho Van Nien acknowledged and praised the outstanding results and great contributions of BSR to the socio-economic development of the province. He emphasized that in the context of many difficulties due to fluctuations in oil prices and the geopolitical and economic situation in the world, BSR has promoted its internal strength, maintained stable operations, made positive contributions to the state budget, and effectively implemented social security work.
“This is not only a simple production and business activity, but also an important contribution to the budget, to social security work, and at the same time contributes to maintaining security, order and political security in the province,” emphasized comrade Ho Van Nien.
In order for BSR to continue operating effectively and developing sustainably, Quang Ngai Provincial Party Secretary Ho Van Nien requested departments, branches, sectors and localities in the province to closely coordinate and promptly implement the conclusions of the Provincial Party Standing Committee related to BSR's recommendations and proposals; promptly remove difficulties and create favorable conditions for the Company to expand its production and business activities.
Previously, Quang Ngai Provincial Party Secretary Ho Van Nien and the working delegation surveyed and learned about the Dung Quat Oil Refinery's operating procedures, and listened to BSR report on the operation and progress of the Dung Quat Oil Refinery Upgrade and Expansion project in the coming time.
