35 years of HLG Ba Dinh district: Solidarity - Democracy - Development

Attending the congress were comrade Tran Duc Long, member of the Party Committee, Secretary of the Party Committee, Vice President of the Vietnam Lawyers Association; comrade Nguyen Hong Tuyen, President of the Hanoi Lawyers Association; comrade Nguyen Cong Thanh, Deputy Secretary of the District Party Committee, Chairman of the People's Council of Ba Dinh District; comrade Pham Thi Diem, member of the District Party Committee, Vice President of the District People's Committee, and leaders of specialized departments of the District Party Committee, People's Committee of Ba Dinh District and the City Lawyers Association.

On behalf of the Ba Dinh District Bar Association, there was comrade Ho Thi Mong Diep, President of the District Bar Association and representatives of the leaders of the district's branches attending.

The Ba Dinh District Bar Association was established on June 12, 1989. This year's 10th Congress coincides with the 35th anniversary of the establishment of the Ba Dinh District Bar Association.

During the 2018-2024 term, the association has always received timely attention, leadership, direction and encouragement from the District Party Committee, the District People's Committee, and the coordination of the grassroots government, the Fatherland Front and mass organizations, creating favorable conditions for the association at all levels to perform its functions and tasks well.

At the grassroots level, many branches have received attention and support from Party committees, authorities, and unit leaders; the association's organization has been consolidated, its activities maintained, new branches established, and new members admitted and received. These achievements have created a diversity of methods and ways of working in the direction of improvement, innovation, and being closer to the grassroots and the people. Emulation and commendation work has received attention, promptly discovered, encouraged, motivated, and set examples of active groups and individuals... thereby positively impacting the work of consolidating the organization, building the association, and developing members in recent times.

However, the development of the association's organization, members and the work of ensuring the implementation of tasks as well as the negative impacts of the Covid-19 pandemic have significantly affected the effectiveness of the Association's operations; but with a high spirit of determination, the District Association Executive Committee, leaders of branches and members have united and overcome difficulties to excellently complete the targets set out in the Resolution of the 9th Congress of Delegates, term 2018 - 2024.

Implementing the Resolution of the 9th Congress, during the term of the District Association, 4 more branches were established (Kim Ma, Giang Vo, Thanh Cong Ward Lawyers Association and Thien Chi Viet Law Office Lawyers Association); bringing the total number of branches under the Ba Dinh District Lawyers Association to 25 branches (including 14 branches belonging to the ward block, 11 branches belonging to the block of agencies, units and Notary Offices, Bailiff Offices, Lawyer Offices).

Regarding membership development, in addition to establishing the association, membership development is extremely important, as a human resource for successfully implementing the Association's tasks; with that meaning, in the past term, the District Association and its branches always paid attention to membership development, actively mobilizing cadres, civil servants, public employees, lawyers, notaries, etc. to participate in the association, so membership admission has many positive changes, increasing compared to the previous term (in the 2013 - 2018 term, 68 new members were admitted; in the 2018 - 2024 term, 85 members were admitted).

Thus, currently, the Ba Dinh District Bar Association's organizational system has 25 branches (14 ward branches, 11 branches of agencies, units, Notaries, Lawyers, Bailiffs) and 233 members (ward block 101, agency block 132).

In the 2024 - 2029 term, the Association has set out directions, tasks, and specific targets such as: Strive to develop 70 or more members during the term; Actively participate in giving opinions on policy and law making; Strengthen policy consulting, monitoring, and social criticism activities when assigned by competent authorities.

Improve the quality of legal consultancy and legal aid activities; Fulfill the responsibility as a member participating in the signed Action Coordination Program between the three organizations of the Fatherland Front - LAWYERS' ASSOCIATION - JUSTICE DEPARTMENT; complete 100% of the goals and tasks of the Project on socialization of legal dissemination, education and legal aid.

Strive for 70% of the association's staff to be trained and improved in their qualifications and skills for the association's work; 100% of the members to participate in training courses organized by the association at all levels; Promote the spirit of responsibility, proactiveness, creativity, continue to innovate, improve the quality and effectiveness of the activities of the Ba Dinh District Lawyers Association in the new period.

Speaking at the congress, Ms. Pham Thi Diem, Vice Chairwoman of Ba Dinh District People's Committee, acknowledged and highly appreciated the results of the Ba Dinh District Lawyers Association in recent times. At the same time, she suggested that it is necessary to closely follow the directives of the Central Government, the City and the District on the work of lawyers.

Continue to develop members and improve the quality of activities of the association and branches, enhance political capacity and professional ethics; Regularly organize activities and mobilize members to participate in giving opinions on draft laws and legal documents and strengthen coordination with all levels, sectors, the Fatherland Front and organizations in propagating and implementing the guidelines, policies and laws of the Party and State.

The Congress elected the Executive Committee of the Ba Dinh District Lawyers Association, term X, 2024 - 2029, consisting of 15 comrades; Comrade Ho Thi Mong Diep - Member of the Standing Committee of the City Association was re-elected as President of the District Lawyers Association, term X; elected 12 comrades and 01 alternate delegate to attend the 8th Congress of the Hanoi Bar Association, term 2024 - 2029.

Also at the congress, comrade Tran Duc Long, member of the Party Committee, Party Secretary, Vice President of the Vietnam Lawyers Association, presented certificates of merit to the collective of the Ba Dinh District Lawyers Association and 04 individuals were awarded the "For the development of the Vietnam Lawyers Association" Medal .
