According to the Steering Committee's report, in the first 9 months of 2025, Tuyen Quang province has effectively implemented Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation (Resolution 57); of the 20 tasks, up to now, 12 have been completed, 8 are being implemented within the deadline. Of the 102 tasks assigned according to the Conclusion Notice of the Central Steering Committee (24 additional tasks compared to the previous reporting period), up to now, 41 tasks have been completed, 61 are being implemented within the deadline...

Along with that, the indicators reflecting the province's digital transformation results have initially improved: On October 22, 2025, on the National Public Service Portal, Tuyen Quang ranked 14th out of 34 provinces and cities; the results of implementing Plan No. 02 of the Central Steering Committee on the monitoring system for the implementation of Resolution 57, Tuyen Quang ranked 15th out of 34 provinces and cities in terms of the rate of achieving GREEN criteria; on October 21, 2025, the Ministry of Science and Technology announced the provincial digital transformation index in 2024, Tuyen Quang province ranked 22nd out of 34 provinces and cities.

At the meeting, the Steering Committee and its members made additional statements on the 9-month report of the Steering Committee and focused on discussing and discussing solutions to overcome difficulties, obstacles, and problems arising in the implementation of Resolution 57 in the province, namely: Facilities, equipment, and technical infrastructure of some communal-level public administrative service centers are not yet synchronized. Some digital platforms and specialized databases deployed by ministries and branches still lack guidance, are not really unified, synchronized, and have not been standardized after the merger.

The quality of human resources for digital transformation is not high, there is a lack of specialized information technology staff at the commune level. Some villages do not have electricity or mobile phone signals, affecting digital transformation work; many people do not know how to use computers, do not have smartphones or bank accounts, leading to difficulties in operations and online payments when performing public administrative services...

Concluding the meeting, Provincial Party Secretary Hau A Lenh acknowledged and commended the efforts of all levels and sectors; and the drastic participation of the Steering Committee members. Up to now, after 9 months of implementing Resolution No. 57, especially in the third quarter of 2025, the province's work on science and technology development, innovation and digital transformation has had positive changes, achieving important and clear results.
Regarding the tasks for the last 3 months of 2025, the Provincial Party Secretary affirmed the Steering Committee's viewpoint: Determined to overcome all difficulties to implement Resolution 57 with the highest results.

To achieve that result, the Provincial Party Secretary requested that all levels, sectors and localities immediately after this conference review all tasks, any tasks that have not been completed, must immediately develop an action plan, assign clear and specific tasks to each individual, department, with specific products; at the same time, publicize progress and responsibilities. Promote the role of heads of agencies, units and localities in implementing the Resolutions of the Central and the province, especially Resolution 57, associated with cadre evaluation.

Review the entire team of cadres working on science, technology development, innovation, and digital transformation from the provincial and communal levels and agencies and units to have a training and development plan, creating the best conditions for this team to perform their tasks well.
The functional sector urgently plans and allocates funds to purchase and upgrade digital technology infrastructure in the whole province. Complete the apparatus to carry out the task of developing science, technology, innovation, and digital transformation in agencies, units, and localities. At the same time, it is necessary to review, edit, and re-allocate to digitize documents in 2025. In addition to digital transformation, it is necessary to pay attention to developing science and technology, innovation, and putting it into practice, and having specific products to serve people's lives.

The Provincial Party Secretary also assigned the Department of Home Affairs and the Department of Finance to coordinate in developing a plan to train, foster, and attract talents to work in the field of digital transformation. All levels, sectors, agencies, units, business communities, and residential areas should organize and launch emulation movements on effective and substantial digital transformation, avoiding formalities.
