To solve the above "problem", the Government issued Decision No. 29/2025/QD-TTg dated August 28, 2025 on credit for students, master's students, and biological researchers in the fields of science, technology, engineering, and mathematics (STEM).
Shortly after the decision was issued, Da Nang city quickly implemented this meaningful credit program, providing high-quality human resources according to the city's development orientation.
The joy of students and families
Currently a second-year student (2024-2028 school year), majoring in Electrical Engineering and Automation, Duy Tan University, Nguyen Dang Khiem (Thanh Khe ward) hopes that after graduation he will find a job that suits his passion for technology, stabilize his life and be able to support his family.
"I chose to study Electrical Engineering and Automation because this is a field closely linked to the development trend of Industry 4.0. I am passionate about automation and want to participate in projects that help optimize production processes or develop smart devices to serve life," Khiem confided.
Dang Khiem said that the biggest pressure he faces is balancing between studying, in-depth research and financial burden. Tuition fees for engineering are quite high, not to mention the cost of purchasing components, doing projects and taking additional skills certificates outside.
"If I receive preferential financial support, I will have more conditions to focus on studying, scientific research and be more confident on the journey to conquer my dream," Khiem shared.
To support Khiem's studies, on October 14, the Thanh Khe Social Policy Bank Transaction Office approved a loan of 307 million VND for student Nguyen Dang Khiem's family for 90 months, with an interest rate of 4.8%/year. The bank has disbursed nearly 82 million VND.
Similarly, Tran Thi My Tram (born in 2005), a third-year student majoring in Architecture and Construction at the University of Technology (University of Danang) was approved to borrow 185.3 million VND from the STEM student loan program.
On October 17, the Hoi An Social Policy Bank Transaction Office disbursed 57.5 million VND, equivalent to the 2025-2026 school year, to Tram.
It is known that Tram is an excellent student with many good achievements in studying and participating in extracurricular activities. This source of funding will not only help her cover tuition and living expenses for this school year, but more importantly, help her ease some of the financial burden on her family.
Mr. Tran Em (Thinh My residential group, Hoi An Tay ward), father of Tran Thi My Tram, shared: “My family is very happy and touched that my child is cared for and supported. I work as a carpenter, with an unstable income, so raising my child to study in the city is a big burden. This source of funding is a "pedestal" to help the family reduce their worries. I believe Tram will make good use of this support to focus on studying, find a good job after graduation and be able to repay the loan herself.”

Rapid program implementation
According to Decision No. 29/2025/QD-TTg, students of STEM majors are allowed to borrow the entire tuition fee (after deducting scholarships and other financial support from the school, if any) as confirmed by the school, living expenses and other study expenses up to a maximum of 5 million VND/month.
Loan amount up to 500 million VND/student, borrower does not have to guarantee the loan; with loan amount over 500 million VND, there must be collateral according to regulations. With interest rate of 4.8%/year, the program is considered one of the humane and practical credit policies, creating conditions for students to confidently pursue their passion for science and technology.
Mr. Hoang Thanh Lan, Deputy Director of the Social Policy Bank Branch in Da Nang City, informed that the Branch has organized dissemination and professional guidance to all branch staff to firmly grasp the lending process in accordance with regulations for students, master's students, and biological researchers in STEM fields.
In addition, the City People's Committee's Advisory Branch has issued a document directing departments, branches, universities, and wards and communes in the area to coordinate with the Social Policy Bank to widely propagate policies to beneficiaries and promptly confirm procedures related to student loan applications.
At the same time, design leaflets to widely promote the policy to policy beneficiaries, and prepare sufficient capital to meet the loan needs of program beneficiaries.
Currently, the Social Policy Bank Branch of Da Nang City has disbursed nearly 3 billion VND to 37 customers. In the coming time, the unit will continue to guide and promptly disburse loans to policy beneficiaries.
