On October 12, the leader of the Dak Lak Department of Health said that the unit had sent invitations to 7 contractors who had participated in bidding packages that had not yet been approved for final settlement of the Central Highlands General Hospital project, even though the project had been completed and put into operation for 6 years.
According to the plan, from October 8 to 14, contractors will work with the Department of Health to compare and reconfirm actual volume and figures.
The invited enterprises include Tien Thinh Construction Company Limited, Dak Lak Construction Joint Stock Company, Trong Hieu Trading Services Company Limited, Nam Son Construction Company (Dak Lak) and 4 enterprises in Hanoi: Trang An Technology and Equipment Joint Stock Company, Ministry of National Defense Housing and Urban Development Investment Corporation, Tien Bo International Joint Stock Company, Tan Thanh Do Incoland Group Joint Stock Company.
These contractors have constructed items such as inpatient treatment buildings, technical buildings, central medical gas systems, internal roads, water and waste treatment stations, outdoor networks, gates and fences...
Inviting contractors to work to fix the situation of lost documents causing 9/19 project packages to not be able to be finalized.
The leader of Dak Lak Department of Health said that the department has received part of the documents of 2 bidding packages, but 7 packages are not eligible for settlement due to lost documents during storage.
"We are coordinating with relevant units to review and systematize all documents, and at the same time select an independent auditing unit before submitting to competent authorities for approval," he said.
9 items that cannot be settled for contractors
The Central Highlands General Hospital project started in 2010 with a total investment of nearly 1,100 billion VND, invested by the Dak Lak Department of Health. The project consists of seven blocks, with a scale of about 1,500 beds, and was put into use in February 2019.
Through review, there are nine construction items that have not been finalized, including: technical house (area B), three inpatient treatment houses (areas C, D, E), water and waste treatment station, medical gas system, cable tank pipeline - external network, water supply and drainage - internal roads and some accompanying equipment packages.

The reason is that the design, acceptance and payment documents of these packages were lost during storage and did not meet the conditions for review and approval of final settlement.
Due to the incomplete settlement, the Central Highlands General Hospital does not have enough basis to determine that it is a state asset formed from the project. Currently, the hospital is still operating under a temporary license that is renewed annually.
This has led to many consequences: some items are degraded beyond repair, environmental legal documents are incomplete, signing social insurance contracts and handling medical waste is difficult.
Previously, in an exchange with Tuoi Tre Online, the leader of the Provincial People's Committee said that he had worked with departments and branches many times about this delay. "The province has requested to urgently review and complete the documents for settlement according to regulations, and at the same time consider the responsibility of individuals and groups for the prolonged loss of documents," said Mr. Truong Cong Thai - Vice Chairman of the Dak Lak Provincial People's Committee.
