The Ministry of Education and Training has just announced a draft circular on regulations on diplomas and certificates with many new points. Accordingly, the deadline for issuing digital diplomas and certificates is only 5 days from the date the learner receives the decision to recognize their graduation.
In addition, students will still be awarded a paper diploma at the same time as at present. The Ministry of Education and Training believes that this will help modernize the management process, save time and costs, and at the same time meet the requirements of publicity, transparency and digitalization of the Party and Government .
With high school diplomas, the Ministry of Education and Training plans to reduce the time to issue paper copies from 75 days to 30 days.

In addition, the draft circular also aims at changes when three Law projects (Law on Education , Law on Higher Education, Law on Vocational Education) are amended, supplemented and replaced in the near future.

Regarding printing of diplomas and certificates, it is expected that the Ministry of Education and Training will only focus on issuing regulations, inspection and supervision, and will not act on behalf of localities. The Department of Education and Training and the competent authority to issue diplomas and certificates are authorized to proactively print diplomas and certificates.
The Ministry of Education and Training believes that the above adjustments not only remove difficulties and obstacles from practice but also ensure the rights of learners, reduce complaints and petitions, and at the same time improve transparency and efficiency in state management of diplomas and certificates.
The draft will be open for comments for 10 days, until October 25.
