The Department of Agriculture and Environment and the Cao Bang Irrigation One Member Limited Liability Company must immediately review reservoirs, dams, dike systems, riverbank protection embankments, and check the condition of dam bodies, sluices, and valve gates to promptly detect and handle incidents.
The Department of Industry and Trade and Cao Bang Electricity Company need to inspect and protect the safety of electrical works, transmission systems, transformer stations, and warehouses along rivers and streams, ensuring a stable and absolutely safe power supply for people, and proactively cut off power in flooded areas.
The Department of Construction continues to monitor and assess the safety level of construction works, urban areas and concentrated residential areas along the river, paying special attention to works under construction or with weak soil and rock structures, requiring investors to stop construction, implement reinforcement measures and move materials and equipment out of dangerous areas.
Media agencies must continuously broadcast urgent bulletins, instructing people on preventive measures and self-protection of life and property. Local authorities need to inform each household directly via loudspeakers, social networks, text messages, etc. so that people do not lack warning information.
The People's Committees of communes and wards directly direct and take full responsibility for flood and storm prevention work in the area, mobilizing maximum local forces to support people and protect property and infrastructure. The Provincial Hydrometeorological Station continues to closely monitor, continuously update flood developments and issue the next bulletin at 3:30 p.m. the same day. Departments, branches and sectors, according to their assigned functions and tasks, must urgently coordinate and support localities in responding to floods and be ready to overcome the consequences.
The Provincial People's Committee requests the entire political system, armed forces and people to absolutely not be subjective, urgently and resolutely deploy response measures, and ensure the safety of people's lives and property.
According to the bulletin "Emergency floods on rivers in Cao Bang province" broadcast at 11:30 a.m. the same day by the Provincial Hydrometeorological Station, the water level of major rivers such as Bang Giang and Gam has exceeded the level 3 warning by 0.11 to 0.65 meters and is expected to continue to rise rapidly, possibly exceeding the flood peak by another 1.5 to 2 meters within the next 6 to 24 hours. The risk of widespread deep flooding, flash floods and landslides is present, especially in low-lying areas, along rivers and streams, urban areas and residential areas. This morning, many localities recorded heavy damage due to heavy rain and flooding, paralyzing traffic and seriously affecting people's lives.
