
In Cao Bang province, Binh Long Hydropower Plant (Binh Long Renewable Energy Joint Stock Company) announced that it would start discharging water from 3 a.m. on October 7 with a flow rate of 350 m³/second through the spillway. The lake water level at 3 a.m. reached 208 m, and is expected to increase as the water flow to the lake could reach 350 m³/second.
According to this announcement, the Hoa An commune area (Pac Gay hamlet) of Cao Bang province is likely to see water rise 0.6m and after only about 30 minutes, the water will flow into Bang Giang river at Hong Viet bridge.
The factory warned people living along the De Rao and Bang Giang rivers to urgently move away from low-lying areas to avoid risks.
Also in Cao Bang province, Bach Dang Hydropower Plant is currently discharging through all three gates with a flow rate of 584m³/s, higher than the peak level in the previous storm No. 10 (389m³/s).
Authorities warn that this is not the peak of the flood, people downstream need to be especially vigilant.

In Tuyen Quang province, 3 hydroelectric plants also announced water regulation (discharge) on October 7.
Specifically, Thuan Hoa - Ha Giang Hydropower Plant (Thuan Hoa Ha Giang Hydropower Joint Stock Company) announced that it will start discharging water at 3:00 p.m. on October 7, 2025 with a flow rate of 395 to 600 m³/second.
This water discharge is done through the valve gate and generator set. Due to the heavy rain in the upstream area, the reservoir has exceeded the safety level, so the company proactively regulated.
Mr. Le Duy Tan, Director of Thuan Hoa Ha Giang Hydropower Joint Stock Company, signed an urgent document to the People's Committee and departments and branches of Tuyen Quang province, requesting local authorities to promptly inform people in the downstream area to ensure safety.
At the Mien River system, Song Mien 5 Hydropower Joint Stock Company announced that it will start releasing water from 11am on October 7 with an expected flow rate of 435 to 705m³/second. The water discharge will be carried out through the gate and spillway until the water level in the reservoir is balanced with the power generation flow rate.
At the same time, Song Mien 6 Hydropower Plant (Song Mien 6 Hydropower Joint Stock Company) also operated to discharge water from 11am on October 7 with a flow rate of 500 to 1,000m³/second. The water level of the downstream reservoir is currently at 98.55m and the upstream is at 105.5m.


According to meteorological experts, with widespread rainfall of 100-250mm in the past 24 hours in the upstream areas of Lo River, Gam River and Mien River, water levels on these rivers will continue to rise on the night of October 7 and October 8, posing a risk of deep flooding in the downstream areas, especially in the center of Tuyen Quang province, Bac Quang commune (Tuyen Quang province), Hoa An commune (Cao Bang) and communes along Bang Giang river.

Due to the release of water from hydropower plants upstream of the Lo River, to reduce pressure on the downstream of the Lo River (upstream of the Red River - the water level in Hanoi is still high), this morning, October 7, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep signed a document directing the Tuyen Quang Hydropower Plant (one of the four large hydropower plants in the North) to close one bottom discharge gate from 12 noon on October 7.

Deputy Minister Nguyen Hoang Hiep also signed a telegram to the People's Committees of the following localities: Hanoi, Thai Nguyen, Bac Ninh, Hai Phong warning of the possibility of especially large floods on the Cau River, Thuong River, and Luc Nam River.
The Ministry of Agriculture and Environment recommends that these localities deploy dike protection plans to ensure dike safety.
