Urgent need for land database

Land database (DB) is an important information system that helps manage, update and exploit information related to land, serving the planning and effective use of land. However, currently, the land database in the province has not been fully and synchronously built, affecting the settlement of administrative procedures (TTHC) and causing difficulties in state management of the land sector in the area.

Officials of the Urban Area Land Registration Office Branch exploit land database to resolve administrative procedures for people

From July 1, 2025, the two-level local government model will officially operate. Lang Son province will reorganize and merge 194 commune-level administrative units down to 65 communes and wards.

Mr. Ta Quoc Vinh, Deputy Director of the Provincial Land Registration Office (LRO) said: The land database in the province has not been fully and synchronously built. Accordingly, the whole province currently has only 19 communes with fully built land databases; 41 communes only have cadastral databases and have not yet built forestry land databases.

In addition, the whole province currently has 5 communes and wards including Bac Son, Huu Lung, Tan Thanh, Tam Thanh and Luong Van Tri wards that have not yet built any components of the land database.

Mr. Ngo Van Ha, Director of the Urban Area Registration Office Branch, said: In the area under the unit's management, Luong Van Tri Ward and Tam Thanh Ward currently have an unsynchronized land database. This causes difficulties for the unit in the process of resolving administrative procedures for the people. Specifically, in areas where there is no or incomplete land database, when receiving people's records, professional staff must manually enter information of each related land plot into the database system before performing the steps to resolve the records according to regulations.

It is known that the Provincial Land Registration Office is using the VNPT iLIS database software provided by VNPT Group to manage and operate the land database in the province. The software is connected to the Provincial Public Service Portal to support the settlement of administrative procedures on land; connected to the tax authority's information system to circulate and process records determining financial obligations on land during the settlement of administrative procedures. Therefore, the management, operation and updating of database changes on the VNPT iLIS software system are synchronized with the results of settling administrative procedures on land. The fact that communes and wards have not yet built a complete land database has affected the progress and results of settling administrative procedures for the people.

In addition, the incomplete and synchronous land database also causes difficulties for specialized agencies in performing land statistics and inventory work; sharing and exploiting land data information is also not convenient.

Mr. Lang Van Huan, an official of the Chi Lang Regional Land Registration Office, said: Currently, the land database in some communes under the unit's management has not been fully and synchronously built, so the exploitation of data information on related land plots still faces many difficulties. In many cases, because there is no database on the system, professional staff have to spend time searching and exploiting paper information. This also affects the progress of processing records for people.

According to statistics, from the beginning of 2025 to now, the provincial Land Registration Office system has received and processed 25,763 records. Of which, 25,258 records were processed on time and before the deadline, reaching 98%, and 505 records were processed late, accounting for 2.0%.

In order to fully, synchronously and comprehensively build a land database in all communes and wards, recently, the provincial functional sector has reviewed and reported to competent authorities for consideration and allocation of resources to implement investment projects, build and supplement the database, and ensure the completion of synchronous construction of the land database in the province.

Specifically, the Department of Agriculture and Environment proposed that the Provincial People's Committee in the period of 2025 - 2026 prioritize the implementation of projects to correct changes in cadastral records, complete the land database in the province after rearranging commune-level administrative units for areas at the scale of 1/500 and 1/1000 and the project to measure and correct cadastral maps, build a land database for forestry land areas at the scale of 1:5000 with a total budget of over 1,000 billion VND. Currently, the provincial departments and functional branches are researching and advising the People's Committee to arrange capital sources for implementation in the coming time.
