According to Minister Nguyen Manh Hung, each year the State will announce a number of "problems" on digital government (from 50-100 problems) with innovation and breakthroughs for domestic enterprises to develop.

On the afternoon of October 13, at the press conference of the 1st Government Party Congress, term 2025-2030, VNA reporter stated that the 1st Government Party Congress, term 2025-2030 determined that it is necessary to promote industrialization, modernization, economic restructuring, establish a new growth model, taking science and technology, innovation and digital transformation as the main driving force; proposed to clarify important solutions to carry out this task, bringing the country to develop rapidly and sustainably in the era of national development.

Responding to questions from VNA reporters, Party Central Committee member, Government Party Committee member, Party Secretary, Minister of Science and Technology Nguyen Manh Hung said that industrialization, modernization, economic restructuring, and growth model innovation have always been the country's goals through all terms. And each development stage will have different driving forces to achieve these goals.

"The current stage is the 'triad': Science-technology, innovation and digital transformation," Minister Nguyen Manh Hung affirmed.

Considering this a very unique approach of Vietnam, Minister Nguyen Manh Hung said that Vietnam's science and technology goes hand in hand with innovation and is placed in the context of digital transformation.

Science and technology provide knowledge and tools; innovation transforms knowledge into serving life; digital transformation amplifies knowledge, safely, quickly, universally and connectedly.

"Digital transformation creates new land and a new environment to help science, technology and innovation take place faster," the Minister emphasized.

To make this "trio" the main driving force to strongly promote industrialization, modernization, economic restructuring and establish a new growth model, Minister Nguyen Manh Hung said the Government has proposed a number of basic strategic solutions.

That is to create a breakthrough in institutions and financial mechanisms for science and technology development, shifting from budget allocation to ordering, contracting based on results and managing by objectives, shifting from checking invoices and documents to research results; shifting from input management to output management.

Organizations that commercialize research results will be funded more and vice versa.

Regarding the development of high-quality human resources and digital talents, Minister Nguyen Manh Hung said that in this period, knowledge, skills and talents will be the center. We will implement the program of 1 million digital skills, 100,000 high-tech engineers, 10,000 AI and semiconductor experts.

"There is a mechanism to promote Vietnamese experts globally," said Minister Nguyen Manh Hung.

Along with talent development is building a creative startup nation. Currently, innovation has become a way of life, a way of life for all people and organizations. Innovation will focus on technological innovation of enterprises, creativity of all people. Building a creative startup nation; a culture of innovation, encouraging discovery and tolerance of failure.

And this is also the new infrastructure to restructure the economy, establish a new growth model; shift from strong investment in technology infrastructure to strong investment in data and analytical human resources.

Regarding the construction of a research and development ecosystem with the core being the connection of "3 houses": the State, institutes/schools and enterprises, the Minister of Science and Technology said that the State will order strategic technologies (11 strategic technology groups have been announced); order strategic products and then assign them to enterprises as general contractors; institutes/schools participate in research with the orientation of transferring basic research to universities, transferring technological research to enterprises.

Regarding the construction of a comprehensive digital nation, the Minister stated that after 5 years of launching digital transformation, we have begun to enter the stage of building a comprehensive digital Vietnam, including digital government, digital economy and digital society, with digital citizens at the center; from digital transformation to AI transformation; from digitalizing administrative processes to operating the country with data and digital platforms.

"The Government will be a model for digital governance innovation. Every year, the State will announce a number of innovative and breakthrough 'problems' on digital government (from 50 to 100 problems) for domestic enterprises to develop. After that, the Government will implement procurement based on the results to stimulate domestic technology demand. This is 'killing two birds with one stone,' developing Vietnam's digital government and developing Vietnam's digital technology enterprises," affirmed Minister of Science and Technology Nguyen Manh Hung.
