Heavy rain in Bach Ma causes local flooding

On the afternoon of October 16, the rain in Phu Loc commune had not stopped, the measured rainfall was much higher than in other areas in the city. Mr. Nguyen Ngoc Dung, a resident living along Cau Hai river, said: "The continuous heavy rain caused many inter-village roads to be deeply flooded. Although there is a drainage system, the water flow is too strong, so local flooding still occurs."

Faced with the complicated weather, many households living near Cau Hai River have proactively erected B40 fences to prevent accidents, especially for the elderly and children. Mr. Nguyen Hien (Hoa Mau village) hopes that the State will soon invest in building an anti-erosion embankment system along Cau Hai River to protect residential areas and ensure water flow during the rainy season.

According to a quick report from the People's Committee of Phu Loc commune, due to heavy rain at the Bach Ma peak area (302mm), water from upstream caused flooding in villages 5, 6, 8, Hoa Mau, Cao Doi Xa, with flooding levels ranging from 30 - 80cm. Some roads such as National Highway 1A, the road to Nhi Ho waterfall, Bach Ma road, inter-village roads 7 - 8, and routes along Cau Hai river were all flooded, causing local traffic disruption.

Do not be subjective if heavy rain continues

Mr. Nguyen Van Hiep, Chairman of Phu Loc Commune People's Committee, said: To proactively respond to heavy rain, the commune has continuously broadcast warning notices to people through the public address system, and at the same time deployed plans to protect people's lives and property.

“We have given 4,443 students from 11 schools in the area a day off from noon and afternoon on October 16 to ensure safety. Up to now, the whole commune has 161 households flooded from 30 to 80cm; the authorities have promptly evacuated 4 households/11 people in the deep flooded area to a safe place,” Mr. Hiep informed.

During the period of high flood water and prolonged heavy rain, the commune mobilized the police, military and border guards to guard and regulate traffic at heavily flooded areas, especially National Highway 1A in front of Loc Tri 1 Primary School - an area that is often deeply flooded during heavy rain.

By around 3 p.m. on October 16, the rain began to ease, and the water in flooded areas receded rapidly. However, the local authorities of Phu Loc commune still maintained 24/7 duty to promptly respond to unexpected situations. "If the rain stops in Bach Ma area, the water will recede quickly. However, we are still not subjective, always proactively taking preventive measures to ensure absolute safety for the people," the Chairman of Phu Loc Commune People's Committee emphasized.

Not only Phu Loc, many other localities in Hue City were also affected by heavy rain. Chan May - Lang Co Commune has arranged forces to evacuate 5 households living near the banks of the Nuoc Ngot River (Bu Lu) to a safe place.

Meanwhile, in Binh Dien commune, a tornado occurred on the morning of October 16, causing 50% of a house’s roof to be blown off. Local authorities have urgently assisted the people in repairing the damage, which is expected to be completed within the day.

People in Hoa Mau village, Phu Loc commune hope the State will invest in building embankments along Cau Hai river.

To respond promptly, the Hue City Civil Defense Command mobilized 6 officers and canoes to assist people in evacuating from flooded areas in Chan May - Lang Co commune. Hue City Police also mobilized about 60 officers and soldiers, along with specialized vehicles, ready to direct and regulate traffic at heavily flooded areas.

Mr. Dang Van Hoa, Head of the Department of Irrigation and Climate Change, said: “Due to the influence of the low trough running through the Central region, Hue City has had heavy to very heavy rain, accompanied by thunderstorms. The total rainfall from 7:00 p.m. on October 15 to 1:00 p.m. on October 16 is generally 50-150mm, with higher rainfall in some places such as Rao Trang 204mm, Bach Ma peak 450mm, Bach Ma National Park 457mm.”

According to the forecast of the Hue City Hydrometeorological Station, from the evening of October 19, the mainland of the city may experience widespread heavy rain lasting for many days, possibly continuing until the end of October 2025. At sea, there may be strong winds, large waves, rough seas, need to be on guard against thunderstorms, tornadoes, lightning and strong gusts. The total rainfall in the period from October 16 to 25, 2025 is expected to reach 400 - 600mm, in some places over 800mm.

At 3:00 p.m. on October 16, water on the roads in Phu Loc has receded, but if Bach Ma continues to have heavy rain, there will be localized flooding.

Although the flood situation is still complicated, the proactiveness of the government and functional forces at all levels has contributed to minimizing damage and ensuring the safety of people's lives and property. The "4 on-site" plans continue to be deployed, ready to respond to all situations.

In the context of increasingly unpredictable extreme weather, the proactive and flexible spirit in command and management of local authorities such as Phu Loc, Chan May Lang Co or Binh Dien is the key factor to limit damage and protect peace for the people.

Thereby, it is noted that: Units, departments, branches, and localities must proactively prepare response plans, absolutely not be passive or surprised, especially in the case of flooding due to heavy rain in vulnerable, low-lying areas; prepare plans to evacuate people in areas at risk of flash floods and landslides along rivers, streams, and mountains.
