Perfecting the agricultural extension system according to the two-level local government model

BAC NINH - In order to ensure the effective operation of the agricultural extension system, the Ministry of Agriculture and Environment has just requested the Departments of Agriculture and Environment of provinces and centrally run cities to urgently implement a number of key tasks related to agricultural extension work.

Accordingly, localities need to advise on developing and submitting to the Provincial People's Committee a Project to perfect the organizational system for implementing agricultural extension tasks.

In the project, it is necessary to focus on the following contents: Unifying the implementation of the model of Provincial Agricultural Extension Center under the Department of Agriculture and Environment to undertake functions and tasks according to regulations; focusing on guiding, coordinating, urging, inspecting and supporting commune level in implementing agricultural extension activities.

At the same time, end the operations of regional agricultural extension centers and stations under the provincial Agricultural Extension Center; transfer the functions, tasks and agricultural extension officers at these units to work at public service units providing basic and essential public service at the commune level to perform agricultural extension tasks. The arrangement and assignment of specialized agricultural extension officers must be carried out in accordance with the functions of public service units.

In addition, it is necessary to strengthen, improve and enhance the effectiveness of the activities of the Community Agricultural Extension Teams; develop and promulgate coordination regulations between the Provincial Agricultural Extension Center and the Commune People's Committee to deploy agricultural extension tasks in the area in a timely, synchronous and effective manner.

Localities have increased training to improve the capacity and professional qualifications of cadres, civil servants and public employees performing agricultural extension tasks at the commune and community levels, meeting the increasingly high requirements of agricultural extension work in the new period.
