Goal of self-reliance in the production of military equipment

At the meeting, General Phan Van Giang emphasized that this visit by President Haluk Gorgun is very important, a positive and effective step in implementing the commitment to strengthen defense industry cooperation agreed upon by the two countries' senior leaders in the Vietnam - Turkey Joint Statement, during Prime Minister Pham Minh Chinh 's official visit to Turkey in November 2023.

General Phan Van Giang said that there is still a lot of room for cooperation between the two countries, including in the defense field.

Vietnam's Minister of National Defense emphasized that Vietnam is steadfast in its "four no's" defense policy. Vietnam advocates multilateralization, diversification, equal cooperation, and mutual benefit with all partners, including Turkey.

Vietnam's purchase of defense equipment from partners, whether from Türkiye or any other country, is aimed at strengthening the country's defense capabilities, serving the purpose of protecting the Fatherland and protecting peace.

General Phan Van Giang also said that Vietnam is interested in international cooperation in the defense industry, aiming for self-sufficiency in the production of military equipment.

The General emphasized that in recent times, bilateral defense industry cooperation has been promoted by both sides and achieved many positive results.

The two sides have made efforts to jointly build and sign a memorandum of understanding on defense industry cooperation in July 2025. Thereby, creating a framework to promote and further strengthen cooperation in the defense industry, in accordance with the needs and capabilities of both sides.

High-level delegation exchanges between the two Ministries of Defense have been increased, contributing to promoting defense cooperation and defense industry; supporting and actively participating in defense industry exhibitions and fairs organized by each side.

In the coming time, on the basis of the memorandum of understanding on defense industry cooperation signed by the two sides, General Phan Van Giang suggested that the two sides continue to coordinate, bringing defense industry cooperation between the two countries into deeper and more substantial depth.

Specifically, the focus will be on a number of contents such as continuing to increase delegation exchanges at all levels; sharing and updating information, laws, and policies on purchasing defense products of each side; supporting and participating in defense exhibitions organized by each side.

General Phan Van Giang also affirmed that the Vietnamese Ministry of National Defense is ready to support and create conditions for Turkish defense industry enterprises to continue to exchange and contact with agencies and units of the Vietnamese Ministry of National Defense to introduce products as well as explore areas of cooperation suitable to the needs and capabilities of both sides.

Further strengthening bilateral defense cooperation

At the meeting, Chairman of the Turkish Defense Industry Agency Haluk Gorgun shared with Vietnam the loss of life and property caused by recent storms.

Mr. Haluk Gorgun emphasized that this visit demonstrates a strong commitment to promoting cooperation between the two sides.

At the same time, he affirmed that defense industry cooperation plays an important role in the relationship between the two countries. From there, he hoped that in the coming time, the two countries will further strengthen their bilateral defense cooperation. At the same time, they will actively research to open up new areas of cooperation where both sides have new potential.

Mr. Haluk Gorgun also said that the signed memorandum of understanding on defense industry cooperation is an important foundation for implementing joint projects between the two countries, creating trust and safety in cooperation.
