The Resolution stated: The Government basically agreed with the draft Law amending and supplementing a number of articles of the Law on National Defense Industry, Security and Industrial Mobilization submitted by the Ministry of Public Security in Document No. 4428/BCA-V03 dated October 2, 2025; assigned the Ministry of Public Security to preside over and coordinate with ministries, ministerial-level agencies and relevant agencies to study and absorb the maximum opinions of Government members; the Ministry of Public Security is fully responsible for the contents of receiving and explaining the opinions of Government members, promptly completing the draft Law dossier in accordance with regulations, ensuring the following requirements:

Fully and promptly institutionalize the policies and orientations in the resolutions and conclusions of the Politburo and the Secretariat on building a security industry in the era of national development and growth; the work of building and perfecting the legal system and requirements for breakthroughs in science and technology development, innovation and national digital transformation (such as Conclusion No. 158-KL/TW, Resolution No. 60-NQ/TW, Resolution No. 66-NQ/TW...); ensure the constitutionality, unity and synchronization of the legal system (such as the Civil Code, Enterprise Law, Law on Standards and Technical Regulations...) in the process of amending and supplementing this Law.

Carefully review and ensure that the draft Law only regulates framework issues of principle; decentralizes and delegates power to the Government, the Prime Minister and ministries and branches, and reduces administrative procedures. Thoroughly grasp the spirit of innovation, openness, and removing difficulties and obstacles in law-making work, associated with strengthening power control, preventing corruption, negativity, waste, group interests, and locality in law-making work.

Continue to coordinate with the Ministry of National Defense, the Ministry of Justice, relevant ministries, branches and agencies and consult with experts and practitioners to complete the draft Law dossier to ensure clarity, transparency, feasibility and consistency in implementation.

The Ministry of Public Security is responsible for the content of the acceptance and completion of the draft Law on amending and supplementing a number of articles of the Law on National Defense Industry, Security and Industrial Mobilization. The Minister of Public Security is assigned, on behalf of the Prime Minister, to sign the Government's Submission on the draft Law on amending and supplementing a number of articles of the Law on National Defense Industry, Security and Industrial Mobilization, and submit it to the National Assembly within the prescribed time limit.

The Government assigned Permanent Deputy Prime Minister Nguyen Hoa Binh to direct the Ministry of Public Security and relevant ministries and agencies in the process of revising and perfecting this Law project.
