Ensuring the effective operation of the agricultural extension system

On October 17, the Ministry of Agriculture and Environment chaired an online conference to deploy the circular guiding the functions, tasks, powers and organizational structure of public service units implementing agricultural extension work at the provincial and communal levels. The conference was held online to connecting points of provinces and cities across the country. Attending the Son La province connection point were leaders of the Department of Agriculture and Environment and the Agricultural Technical Center.

The conference thoroughly grasped Circular 60/2025/TT-BNNMT dated October 14, 2025 of the Ministry of Agriculture and Environment on guiding the functions, tasks, powers and organizational structure of public service units performing agricultural extension work at the provincial and commune levels. The Circular clearly defines the tasks and powers. The Provincial Agricultural Extension Center is a public service unit serving State management under the Department of Agriculture and Environment with the function of organizing and implementing agricultural extension activities in the provincial area and guiding, coordinating, urging, inspecting and supporting communes to perform agricultural extension work in accordance with the provisions of law.

Implementing the Central's orientation and the guidance of the Ministry of Agriculture and Environment, Son La province continues to rearrange the local agricultural extension system in the direction of maintaining 1 public service unit under the Department of Agriculture and Environment. Ending the operation of 12 regional agricultural technical stations, transferring human resources and agricultural extension functions to the Commune-level General Service Center to carry out agricultural extension tasks. Consolidating and perfecting community agricultural extension teams according to the new commune government.

Delegates focused on discussing the organization and arrangement of the agricultural extension apparatus when implementing a two-level local government; support policy mechanisms for agricultural extension activities; coordination regulations between the provincial agricultural extension agency and the People's Committees of communes and wards; building a price list for public services of agricultural extension...

The leaders of the Ministry of Agriculture and Environment requested provinces and cities to urgently review and improve the organization of the agricultural extension apparatus at the provincial and communal levels according to the guidance of Circular 60/2025/TT-BNNMT; develop implementation plans, ensuring that agricultural extension activities are unified, synchronous and effective from the province to the grassroots. At the same time, there should be appropriate incentive and remuneration mechanisms for agricultural extension forces, especially collaborators and community agricultural extension teams who directly accompany farmers in transferring technical advances, developing OCOP products, protecting the environment and building new rural areas.
