Yen Tu is considered the starting point of the Truc Lam Zen sect.
For the first time, a public service unit under the Provincial People's Committee will manage two world heritages at the same time: Ha Long Bay - Cat Ba archipelago natural heritage and Yen Tu - Vinh Nghiem - Con Son, Kiep Bac cultural heritage complex (locations in Quang Ninh).
According to the latest plan, the Ha Long Bay Management Board is the core of this model. The unit will merge the Monuments and Landscapes Management Board (under the Department of Culture, Sports and Tourism) with the Bai Tu Long National Park Management Board.
The goal is to create a 100% financially autonomous public service unit, ensuring flexibility and efficiency in operations. The merger project has been assigned to the Ha Long Bay Management Board to preside over, with a roadmap to complete the dossier to submit to the competent authority before October 15.
The merger helps unify planning and conservation.
This merger is not simply a change in organizational structure, but also brings a series of strategic benefits by limiting overlap and unifying management. Instead of many separate management units, the new model will help unify planning, conservation and risk management for both types of heritage (natural and cultural), thereby avoiding "gaps" in responsibility.
Having a single point of contact will help Quang Ninh work more effectively with UNESCO advisory bodies such as IUCN and ICOMOS. Regular reporting, monitoring activities and handling of complaints will become faster and more consistent than ever.
Ha Long Bay was honored three times by UNESCO (1994, 2000 and 2023).
This merger also enhances the tourism experience. Quang Ninh hopes to standardize service quality across the system. From standards for parking lots, routes, tour guides to rescue capabilities and synchronization of tickets, data, and digital platforms. All are aimed at regulating the flow of visitors, reducing pressure on core areas and bringing a synchronized, classy experience to tourists.
When combined, it helps optimize human resources, budget and science and technology, thereby improving research capacity, heritage display, education and international communication, creating sustainable added value.
Quang Ninh has high expectations for establishing a connected heritage management chain, from conservation to value promotion.
This is not the first time Quang Ninh has carried out such a "restructuring". Previously, the province merged three relic management boards (Yen Tu, Tran Dynasty Dong Trieu, Bach Dang) into the Monument and Landscape Management Board, creating a solid foundation for the upcoming "one agency, two heritages" model.
When put into operation, Quang Ninh has high expectations for establishing a chain of interconnected heritage management, from conservation to value promotion. The ultimate goal is to balance the preservation and development of sustainable tourism, affirming the position of the locality owning two world heritages and becoming the leading heritage - tourism center of the country.
