Attending were Deputy Prime Ministers; leaders of central ministries and branches. Attending and chairing the Conference at Tuyen Quang province were comrades: Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Manh Tuan, Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Van Dinh Thao, Member of the Provincial Party Committee Standing Committee, Director of the Department of Finance; leaders of a number of departments, branches, and construction investment project management boards of the province.
According to the report of the Ministry of Finance , as of October 16, the whole country has disbursed 455,000 billion VND, reaching 50.7% of the plan assigned by the Prime Minister. The whole country has 9 ministries and 16 localities with disbursement rates higher than the national average; 29 ministries, central agencies and 18 localities have disbursement rates lower than the national average. According to the Prime Minister, such disbursement rates are slow compared to the requirements.

For Tuyen Quang province, the disbursement of the 2025 public investment plan by October 8, 2025 reached 4,362/7,251 billion VND, equal to 60% of the plan assigned by the Prime Minister at the beginning of the year; reached 4,350/11,954 billion VND, equal to 36.4% of the plan assigned by the Prime Minister in 2025 (the Prime Minister assigned more during the year).
Through analysis, ministries, branches and localities have pointed out many causes: The most prominent are difficulties and obstacles in site clearance, procedures for adjusting investment policies, adjusting total investment, appraising designs - estimates, selecting contractors, along with the overlap between legal regulations in the fields of investment, land, construction and bidding. Some localities face difficulties due to lack of management human resources after administrative reorganization, while the capacity of a part of the Project Management Board staff does not meet the requirements, leading to slow progress in acceptance, payment and settlement of investment capital.

In addition, coordination between agencies and units is not yet synchronized, the process of processing documents is still prolonged, causing delays in disbursement. Some ministries, branches and localities are not really determined in directing and operating, and have not fully promoted the role and responsibility of the head; the situation of fear of making mistakes, avoiding and shirking responsibility still occurs.
Speaking at the Conference, Mr. Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: Since the beginning of the year, Tuyen Quang province has strengthened management and effectively used public investment capital in accordance with regulations; resolutely implemented many solutions to remove obstacles and speed up disbursement progress; regularly reviewed, inspected, and urged project implementation progress, speeding up construction progress. However, because the government has just added capital to implement the Expressway Project for the province, the disbursement data of public investment capital of the province has not reached the general level. Along with that, due to the impact of weather and the implementation of two-level local government, the progress has been affected. However, with the highest determination, Tuyen Quang will resolutely implement solutions to speed up the disbursement progress of public investment.
Speaking at the conference, Prime Minister Pham Minh Chinh affirmed that public investment is an important driving force for economic growth, job creation, social security and the spread of private investment, and this must be considered an important political task. He welcomed the commitment of ministries, branches and localities to disburse 100% of public investment capital by 2025; and at the same time, committed to promptly removing obstacles in the coming time.

The Prime Minister emphasized that there is not much time left in the year, requiring ministries, branches and localities to focus more, be more determined, act more decisively and achieve clearer results. Every public investment capital must be disbursed according to plan, ensuring quality, efficiency, publicity and transparency. If ministries, branches and localities fail to disburse in time according to regulations, the capital will be recovered and used for other projects.
The Prime Minister requested that heads of ministries, branches and localities take direct responsibility for disbursement results, considering this an important criterion in assessing the level of task completion in 2025. At the same time, the Prime Minister emphasized the need to resolutely and strictly handle cases of delay, shirking, avoiding responsibility, and fear of mistakes, especially in the stages of appraisal, approval, bidding, acceptance, and settlement. Each official must determine the spirit of serving the people, strictly implement regulations, urge and organize implementation according to plan and schedule.
The Prime Minister directed ministries, agencies and localities to focus on immediately removing bottlenecks in administrative procedures, legal procedures, site clearance, shortening the time for processing documents while still ensuring compliance with regulations, avoiding lax management. Strengthen propaganda, arouse people's contributions and support in the process of implementing projects. Along with that, strengthen decentralization and delegation of authority associated with inspection and supervision, promote the application of information technology, digitize disbursement processes, help monitor and update progress in a timely and transparent manner.
The Prime Minister requested the Ministry of Finance and relevant agencies to regularly monitor, synthesize and publicize the results of public investment disbursement of each ministry, branch and locality, considering this as the basis for assessing the reputation and management and operational capacity. At the same time, encourage and promptly reward collectives and individuals who have excellently completed their tasks; strictly handle cases that slow down progress, cause waste and loss of public investment capital.
