
Appendix 4 has a structure of 3 sections, including: RESULTS ACHIEVED IN 5 YEARS OF STRATEGY IMPLEMENTATION; LIMITATIONS AND WEAKNESSES; CAUSES AND LESSONS LEARNED.
In the Results of 5 years of implementing the Strategy, the figures in the Report are estimates up to 2025 and will continue to be updated until the report is completed and submitted to the 14th Congress.
Accordingly, assessing the macroeconomic situation and the results of implementing the Strategy's goals, Appendix 4 states: The macro economy is basically stable, inflation is controlled, major balances of the economy are ensured, public debt, government debt, foreign debt are well controlled, much lower than the warning level, monetary policy, fiscal policy and other macroeconomic policies are coordinated synchronously, harmoniously, flexibly, promptly and effectively.
Economic growth is maintained at a fairly high level compared to the region and the world , the average growth rate of gross domestic product (GDP) in the period 2021 - 2025 is about 6.3%/year, of which the expected increase in 2025 is from 8.3 - 8.5%.
GDP scale from 346.6 billion USD in 2020, ranked 37th in the world, is expected to increase to over 510 billion USD in 2025, 1.48 47 times higher than in 2020, ranked 32nd in the world and 4th in the ASEAN region; GDP per capita is 1.4 times higher, increasing from 3,552 USD to about 5,000 USD. Gross national income (GNI) per capita increased from 3,400 USD in 2020 to 4,490 USD in 2024, approaching the upper middle income level; by 2025 it will reach about 4,700 USD, entering the group of upper middle income countries...
Despite two years of being heavily impacted by the COVID-19 pandemic and declining global trade, our country's economy still achieved a positive growth rate, with GDP growth rate in 2020 - 2021 still reaching 2.71%/year; our country's economy in 2022 will recover strongly, reaching 8.54%, which is considered a "bright spot" of the global economy.
In addition, the Appendix includes assessments on: Promoting industrialization, modernization, and economic restructuring associated with growth model innovation; on three strategic breakthroughs; on regional economic development, marine economy, urban areas, and new rural construction; on cultural and social development, improving the material and spiritual life of the people; on resource management and use; environmental protection and response to climate change, prevention, control, and mitigation of natural disasters; on consolidating and strengthening national defense, ensuring national security, maintaining social order and safety; resolutely and persistently fighting to firmly protect national independence, sovereignty , unity, and territorial integrity; on foreign affairs and international integration; on building a socialist rule-of-law state; preventing and combating corruption, waste, and negativity...
Five lessons learned
Appendix 4 presents 5 lessons learned when evaluating 5 years of implementing the 10-year Socio-Economic Development Strategy 2021-2030, including:
(1) Continue the path of innovation, have strategic vision, breakthrough thinking, create resources and driving force for development. Promote the spirit of solidarity, mutual love and affection; closely and harmoniously coordinate the entire political system; effectively promote the strength of the people and the great national unity bloc, combined with the strength of the times.
(2) Be consistent and steadfast in strategy, flexible and agile in tactics; maintain a firm stance; clearly assign and define functions, tasks, powers, and relationships between legislative, executive, and judicial agencies; grasp the situation, make flexible, appropriate, and effective decisions to lead and direct with high determination, great effort, and decisive and effective actions; organize implementation to ensure clear people, clear work, clear progress, clear products, clear responsibilities, and clear authority. For important, complicated, and unprecedented issues, it is necessary to focus on leadership, direction, democratic and frank discussions, and make decisions appropriate to the situation.
(3) Focus on improving the quality of development institutions, meeting practical requirements, and removing bottlenecks that hinder development. Ensure consistency in understanding and applying legal regulations. Organize fair, strict, timely, effective and efficient law enforcement, ensuring the rule of law and the Constitution. Resolutely and persistently fight against corruption, waste and negativity.
(4) All policies and strategies must originate from the aspirations, legitimate interests and happiness of the people, ensuring publicity and transparency. Take the satisfaction and trust of the people and businesses as a measure to evaluate cadres and work efficiency. Arouse the spirit of dedication to the country, promote the will of self-reliance, self-improvement, daring to think, daring to do, daring to innovate, be creative, act decisively and take responsibility for the common good.
(5) Do a good job in foreign affairs and integration, take advantage of all external resources and support from the international community. Improve the quality of forecasting work, promptly summarize practices, and propose appropriate and effective mechanisms, policies and solutions.
